When tolerance becomes a fatal flaw

At The Crescent and the Guillotine, Paul Friesen explains why too much tolerance leads to the eventual collapse of social order and perhaps even the culture itself:

It is difficult to know what people are thinking when they endorse the importation of people who want to kill them for their lifestyle choices.

It was Karl Popper who warned that a tolerant society must be intolerant of intolerance, or it would cease to be tolerant at all.1 A delicious paradox, too often quoted and too rarely heeded. For we have taken the first half of the dictum — the imperative to tolerate — and chiseled it into law, into policy, into university mission statements and NGO pamphlets. But the second half — the requirement to draw a line, to say “no further” — has been treated like garlic in a vampire movie: an antique, anathema, unfashionable.

And so, the paradox has become pathology.

Our courts allow sharia arbitration councils to function in British cities, adjudicating matters of family and inheritance with standards that would make a 12th-century canon lawyer flinch. Our schools include faith-based curricula that require hijabs for seven-year-olds and teach that homosexuality is satanic filth. Our public broadcasters will air a documentary about the importance of free speech, followed immediately by a segment about why cartoons of Muhammad are “unhelpful”.

This is not multiculturalism. It is masochism. It is the belief that liberalism must be so open-minded that its own brains are spilled onto the prayer mat. It is the fetishization of identity at the expense of liberty. It is the ideological pacifism of a society too terrified to assert its own values, lest it be accused of “racism” by those who mistake ideology for ethnicity.

We have enshrined the rights of the theocrat while criminalizing the instincts of the secularist. The result is not harmony — it is humiliation.

The West’s greatest achievement is not democracy, nor capitalism, nor even the separation of powers. It is the separation of truth from tribalism — the idea that individuals are not to be judged by their creeds, but by their conduct. That women are not property. That speech is not violence. That blasphemy is a right, not a crime.

These are not Western values. They are universal values, discovered in the West by accident of history and preserved through blood, rebellion, and satire. They are the principles that allowed Jews, heretics, atheists, and apostates to live not just safely, but freely. And they are now under threat — from within.

The real problem is not Islam. It is the Western inability to demand anything of those who import their gods and their grievances into liberal society. We treat every imported superstition as sacrosanct and every local tradition as suspect. We require ex-Muslims to whisper their fears while we amplify the complaints of veiled Islamists who denounce our culture from our own podiums.

We are not being pluralistic. We are being duped.

And the cost of this self-deception is measured not just in freedoms surrendered, but in lives lost.

Lives like that of Yameen Rasheed, the secular Maldivian blogger who thought he could use satire to push back against theocracy — stabbed to death in his own hallway. Lives like that of Farkhunda Malikzada, beaten and burned in the streets of Kabul by a mob of men — because someone thought she burned a Qur’an. Lives like that of Samuel Paty, beheaded outside a French school by a refugee he welcomed — because he dared to show a cartoon in a civics class.

These are not random tragedies. They are the predictable outcomes of an ideological toxin given immunity in the bloodstream of liberal society.

What do all these victims have in common? They did not die at the hands of misunderstood minorities or “oppressed voices” who simply needed better integration programs. They died at the hands of men who were indoctrinated — sometimes abroad, often at home — with the idea that God’s honor is more valuable than human life, and that dissent is not to be debated but extinguished.

And more damning still: they died in environments that should have protected them. Environments that instead prioritized sensitivity over security, dialogue over clarity, understanding over justice. Environments where the ever-watchful eye of diversity officers and DEI consultants was trained, not on the assailants, but on the tone of the victims.

We have created a culture where courage is pathologized, clarity is punished, and moral equivalence is the new orthodoxy. When Islamist mobs swarm the streets chanting slogans that would make the Inquisition blush, we are told to “listen to their anger”. When feminists protest the veiling of children, they are told to “respect cultural differences”. When Jews complain about chants of “From the River to the Sea”, they are informed that they are “overreacting”, “weaponizing trauma”, or — most insultingly of all — “confusing Zionism with antisemitism”.

This is not inclusivity. It is assisted suicide.

    “Unlimited tolerance must lead to the disappearance of tolerance. If we extend unlimited tolerance even to those who are intolerant … then the tolerant will be destroyed, and tolerance with them.”

    Popper argues that a tolerant society has the right — not to suppress opinions — but to defend itself against those who would destroy tolerance itself, especially if such groups refuse to engage in rational discourse and instead promote violence or coercion. It’s often called “the paradox of tolerance“.

G.K. Chesterton on the dangers of cultural surrender

Andrew Doyle on Chesterton’s novel The Flying Inn (1914) which warned against the risks of unfettered immigration and what came to be known as “multiculturalism”:

The creed of multiculturalism has made it difficult to discuss the impact of unfettered immigration. The far right have always opposed it on the basis of racial prejudice and ethno-jingoism. Yet there are authentically liberal concerns to be raised about the problem of political Islam and how all discussions are stifled through accusations of “Islamophobia”. What happens when an essentially anti-democratic ideology is allowed to flourish within a society that otherwise depends upon democratic norms?

To help illuminate the troubles of our time, and in particular the perverted form of liberalism that ensures its own undoing, we might return to G. K. Chesterton’s The Flying Inn (1914), a whimsical novel about a future Islamic England. With today’s proliferation of sharia courts and the government’s determination to criminalise blasphemy against Islam by legislative stealth, one might call Chesterton’s novel prescient.

The key figure is Lord Ivywood, a politician who becomes enamoured of Misysra Ammon, an Islamic cleric who styles himself as the “Prophet of the Moon”. Ivywood is an exemplar of the zealotry of the progressive reformer, a prototype of the virtue-signaller, one who “did not care for dogs” but “cared for the Cause of Dogs”. He first introduces Ammon at a private event at the “Society of Simple Souls”, where he is able to preach his creed to the gullible bons vivants of the upper middle-class. The collective thrill of the crowd is pure orientalism, and they are easily mesmerised by Ivywood’s panegyrics.

Inevitably, Ivywood’s submission to Islam is framed in syncretic terms; not so much surrender as a beautiful fusion. “The East and the West are one”, Ivywood says. “The East is no longer East nor the West West; for a small isthmus has been broken, and the Atlantic and Pacific are a single sea.” Islam, he claims, is the “religion of progress”, a phrase that anticipates today’s oft-echoed slogan of Islam as the “religion of peace”.

This kind of doublespeak is ubiquitous among those activists who routinely strive to force the square peg of Islamic doctrine into the round hole of woke politics. This is exemplified by articles such as “Prophet Muhammed was an intersectional feminist” in Muslim Girl magazine, a piece that includes the inane claim that the founder of the religion “wanted to generate as much inclusivity as possible”. In similarly convoluted terms, Ammon in The Flying Inn argues that there is nothing more feminist than a harem. “What is the common objection our worthy enemies make against our polygamy?” he asks. “That it is disdainful of the womanhood. But how can this be so, my friends, when it allows the womanhood to be present in so large numbers?”

Today’s readers will recognise Chesterton’s depiction of the tendency of liberal politicians to kowtow to the demands of Islamic clerics in a bid to avoid causing offence. At one point, Ivywood explains that he has tabled the “Ballot Paper Amendment Act” in parliament to allow citizens to vote with a mark resembling a crescent rather than the traditional cross.

    If we are to give Moslem Britain representative government, we must not make the mistake we made about the Hindoos and military organization — which led to the Mutiny. We must not ask them to make a cross on their ballot papers; for though it seems a small thing, it may offend them. So I brought in a little bill to make it optional between the old-fashioned cross and an upward curved mark that might stand for a crescent — and as it’s rather easier to make, I believe it will be generally adopted.

The main plot of The Flying Inn revolves around the innkeeper Humphrey Pump and the Irish sailor Captain Patrick Dalroy, who take it upon themselves to sell alcohol in spite of the new Islamic prohibitions in England. They find a loophole in the law that permits them to conduct their business so long as they first erect an official inn sign. And so we follow the pair as they dash from location to location, with their barrel of rum and a wheel of cheese on a donkey’s back, planting their portable sign wherever refreshment is needed.

QotD: Taqiyya

According to sharia, in certain situations, deception – also known as “taqiyya“, based on Quranic terminology – is not only permitted but sometimes obligatory. For instance, contrary to early Christian history, Muslims who must choose between either recanting Islam or being put to death are not only permitted to lie by pretending to have apostatised, but many jurists have decreed that, according to Quran 4:29, Muslims are obligated to lie in such instances.

Origins of taqiyya

As a doctrine, taqiyya was first codified by Shia Muslims, primarily as a result of their historical experience. Long insisting that the caliphate rightly belonged to the prophet Muhammad’s cousin and son-in-law, Ali (and subsequently his descendents), the Shia were a vocal and powerful branch of Islam that emerged following Muhammad’s death. After the internal Islamic Fitna wars from the years 656 AD to 661 AD, however, the Shia became a minority branch, persecuted by mainstream Muslims or Sunnis – so-called because they follow the example or “sunna” of Muhammad and his companions. Taqiyya became pivotal to Shia survival.

Interspersed among the much more numerous Sunnis, who currently make up approximately 90 per cent of the Islamic world, the Shia often performed taqiyya by pretending to be Sunnis externally, while maintaining Shia beliefs internally, as permitted by Quranic verse 16:106. Even today, especially in those Muslim states where there is little religious freedom, the Shia still practice taqiyya. In Saudi Arabia, for instance, Shias are deemed by many of the Sunni majority to be heretics, traitors and infidels and like other non-Sunni Muslims they are often persecuted.

Several of Saudi Arabia’s highest clerics have even issued fatwas sanctioning the killing of Shias. As a result, figures on the Arabian kingdom’s Shia population vary wildly from as low as 1 per cent to nearly 20 per cent. Many Shias living there obviously choose to conceal their religious identity. As a result of some 1,400 years of Shia taqiyya, the Sunnis often accuse the Shias of being habitual liars, insisting that taqiyya is ingrained in Shia culture.

Conversely, the Sunnis have historically had little reason to dissemble or conceal any aspect of their faith, which would have been deemed dishonorable, especially when dealing with their historic competitors and enemies, the Christians. From the start, Islam burst out of Arabia subjugating much of the known world, and, throughout the Middle Ages, threatened to engulf all of Christendom. In a world where might made right, the Sunnis had nothing to apologise for, much less to hide from the “infidel”.

Paradoxically, however, today many Sunnis are finding themselves in the Shias’ place: living as minorities in Western countries surrounded and governed by their traditional foes. The primary difference is that, extremist Sunnis and Shia tend to reject each other outright, as evidenced by the ongoing Sunni-Shia struggle in Iraq, whereas, in the West, where freedom of religion is guaranteed, Sunnis need only dissemble over a few aspects of their faith.

Articulation of taqiyya

According to the authoritative Arabic text, Al-Taqiyya Fi Al-Islam: “Taqiyya [deception] is of fundamental importance in Islam. Practically every Islamic sect agrees to it and practices it. We can go so far as to say that the practice of taqiyya is mainstream in Islam, and that those few sects not practicing it diverge from the mainstream … Taqiyya is very prevalent in Islamic politics, especially in the modern era.”

The primary Quranic verse sanctioning deception with respect to non-Muslims states: “Let believers not take for friends and allies infidels instead of believers. Whoever does this shall have no relationship left with Allah – unless you but guard yourselves against them, taking precautions.” (Quran 3:28; see also 2:173; 2:185; 4:29; 22:78; 40:28.)

Al-Tabari’s (838-923 AD) Tafsir, or Quranic exegeses, is essentially a standard reference in the entire Muslim world. Regarding 3:28, he wrote: “If you [Muslims] are under their [infidels’] authority, fearing for yourselves, behave loyally to them, with your tongue, while harbouring inner animosity for them … Allah has forbidden believers from being friendly or on intimate terms with the infidels in place of believers – except when infidels are above them [in authority]. In such a scenario, let them act friendly towards them.”

Regarding 3:28, the Islamic scholar Ibn Kathir (1301-1373) wrote: “Whoever at any time or place fears their [infidels’] evil, may protect himself through outward show”.

As proof of this, he quotes Muhammad’s companions. Abu Darda said: “Let us smile to the face of some people while our hearts curse them”. Al-Hassan said: “Doing taqiyya is acceptable till the day of judgment [in perpetuity]”.

Other prominent ulema, such as al-Qurtubi , al-Razi, and al-Arabi have extended taqiyya to cover deeds. Muslims can behave like infidels – from bowing down and worshipping idols and crosses to even exposing fellow Muslims’ “weak spots” to the infidel enemy – anything short of actually killing a fellow Muslim.

Free speech in Canada takes yet another hit, as Palestinian activists granted special protections

In the National Post, Tristin Hopper outlines the jaw-dropping contents of the Guide to Understanding and Combatting Islamophobia published by the federal government recently:

The federal government has dropped a new guide that, according to critics, deems it “racist” to criticize Palestinian advocacy or extremism.

The guide also defines both “sharia” and “jihad” as benign terms that are misrepresented by Westerners, with sharia defined as a means “to establish justice and peace in society”.

It’s contained in “The Canadian Guide to Understanding and Combatting Islamophobia“, a document published last week by the Department of Canadian Heritage.

The report endorses the idea of “anti-Palestinian racism”, an activist term with such a broad definition that it technically deems any criticism of Palestinians or “their narratives” to be racist.

“Public discourse often unfairly associates Palestinian and Muslim identities with terrorism,” reads the guide.

The new guide specifically links to a definition of the term circulated by the Arab Canadian Lawyers Association. Their 99-word definition says that it’s racist to link the Palestinian cause to terrorism, to describe it as “inherently antisemitic” or to say that Palestinians are not “an Indigenous people”.

The term is broad enough that merely acknowledging the existence of Israel could fall under its rubric. The definition describes the Jewish state as “occupied and historic Palestine”, and its creation as “the Nakba” (catastrophe). “Denying the Nakba” is specifically cited as one of the markers of “anti-Palestinian racism”.

In a March 4 statement criticizing the new federal report, the Centre for Israel and Jewish Affairs (CIJA) said that the term is so vague that “denouncing Hamas – the terrorists behind the October 7 massacre – could be portrayed as an act of racism”.

The new report was praised, meanwhile, by the vocally anti-Israel Centre for Justice and Peace in the Middle East, which called Ottawa’s embrace of the term anti-Palestinian racism “groundbreaking.”

“We are extremely pleased that Canada, through this guide, finally recognizes the unique racism that Palestinians experience daily,” said the group’s acting president Michael Bueckert.

The federal government’s new guide writes that Canada’s “understanding of anti-Palestinian racism” is growing, and directs readers to a 2022 report on the phenomenon by the Arab Canadian Lawyers Association.

QotD: Sharia and women’s rights

As a moral and legal code, Sharia law is demeaning and degrading to women. It requires women to be placed under the care of male guardians; it views a woman’s testimony in court as worth half that of a man’s; and it permits a husband to beat his wife. It’s not only women’s legal and sexual freedoms that are curtailed under Sharia but their economic freedoms as well. Women generally inherit half of the amount that men inherit, and their male guardian must consent to their choosing education, work, or travel.

In Saudi Arabia, Iran, Sudan, and parts of Nigeria, where Sharia law underpins the judicial system, women’s rights suffer greatly.

There is a growing trend among some feminists to make excuses for Sharia law and claim it is nothing more than a personal moral guide, and therefore consistent with American constitutional liberties. Yet the rules that such “Sharia-lite feminists” voluntarily choose to follow are also invoked to oppress women — to marry them off, to constrain their economic and human rights, and to limit their freedom of expression — who have not consented to them. The moral conflict between Sharia and universal human rights should not be dismissed as a misunderstanding, but openly discussed.

Many Western feminists struggle to embrace universal women’s rights. Decades ago, Germaine Greer argued that attempts to outlaw female genital mutilation amounted to “an attack on cultural identity.” That type of deference to traditional practices, in the name of cultural sensitivity, hurts vulnerable women. These days, relativism remains strong. Too many feminists in the West are reluctant to condemn cultural practices that clearly harm women — female genital mutilation, polygamy, child marriage, marital rape, and honor violence, particularly in non-Western societies. Women’s rights are universal, and such practices cannot be accepted.

In the UK (and in the USA), the peasants are revolting

At Questions and Observations, Dale Franks writes about the distrust of the traditional “elites” among the non-elites of society:

There’s a growing sense, not only in Great Britain, but in the US as well, that the elites, or the political class, or whatever you’d like to call them, are incompetent and have been leading us astray. And the response from elites is to call those criticisms illegitimate. Those doing the carping are assumed to be racists or nationalists, both of which, of course, are unpleasant, dirty types of people. Both the UK’s Leavers and the US’s Trumpers share some commonalities. Among them are skepticism over free trade and free immigration; concerns that elites dismiss as foolish and uneducated. And, of course racist.

But perhaps the Leavers weren’t so concerned with brown people because they were brown, but because they were concerned at seeing buses being blown up in London, British soldiers being beheaded in broad daylight in the High Street, and dozens of children being raped for years in Rotherham. Perhaps, the British people have come to wonder about immigration because many immigrants seem less interested in becoming British than they are in making Britain more like the Middle East. And, maybe, just maybe, the Leavers prefer to live in Britain, in the free and modern culture that has developed over the last 1,500 years, rather than go back to live in the year 692. Maybe they wouldn’t be any more interested in living in the 13th-century culture of Richard the Lion-Hearted any more than they are in living in the Dark Age culture of Middle Eastern immigrants.

When people come into your country from elsewhere, they don’t do so simply as fungible economic units, but as real people, who bring along cultural and political ideas that may conflict those that are traditional in your country. It is almost at the point where elites cannot even conceive of an argument that implies the superiority of one culture over another, so they dismiss this argument as nationalism and nativism. But, the thing is, a free society that continually imports immigrants who have no interest in individual liberty, religious freedom, and political pluralism, will eventually have none of those things. The problem isn’t race. It’s culture.

National sovereignty means something. At the very least, it means that the people of a country have the absolute right to restrict immigration to the sort of people that will, in their judgement, benefit the country, and, once the immigrants arrive, to force them to assimilate to the country’s national culture more than the country accommodates the culture of the immigrant. No obligation exists, in any sense whatsoever, that requires the people of a country to allow entry to immigrants who desire to transform the country into something different. It is entirely legitimate to reject calls for sharia in the UK, just as it’s entirely legitimate to be upset by seeing political protestors in the US waving Mexican flags or wearing “Make America Mexico Again” hats, explicitly letting us know where their primary political allegiance lies. Nor is it illegitimate to wonder why such people are in this country, and not in the corrupt shithole of a country that they so obviously prefer, yet so oddly fled.

The decline of democracy in Turkey

Last week, Daniel Pipes looked at the increasingly dictatorial ambitions of Turkish president Recep Tayyip Erdoğan:

The Republic of Turkey is undergoing possibly its greatest crisis since the founding of the state nearly a century ago. Present trends suggest worse to come as a long-time Western ally evolves into a hostile dictatorship.

The crisis results primarily from the ambitions of one very capable and sinister individual, Turkey’s 61-year old president, Recep Tayyip Erdoğan. A career politician who previously served four years as the mayor of Turkey’s megacity, Istanbul, and then eleven years as the country’s prime minister, he forwards two goals hitherto unknown in the republic: dictatorship and full application of the Shari’a, Islam’s law code.

During his first eight years of power, 2003-11, Erdoğan ruled with such finesse that one could only suspect these two aspirations; proof remained elusive. This author, for example, wrote an article in 2005 that weighed the contradictory evidence for and against Erdoğan being an Islamist. A combination of playing by the rules, caution in the Islamic arena, and economic success won Erdoğan’s party, Justice and Development (Adalet ve Kalkınma Partisi, or AKP), increasing percentages of the vote in parliamentary elections, going from 34 percent in 2002, to 46 percent in 2007, to 50 percent in 2011.

That 2011 election victory, his third in succession, gave Erdoğan the confidence finally to remove the armed forces from politics, where they had long served as Turkey’s ultimate power broker. Ironically, this change ended the increasing democratization of prior decades for his fully taking charge allowed Erdoğan to develop an oversized ego, to bare his fangs, flex his despotic muscles, and openly seek his twin objectives of tyranny and Shari’a.

Indeed, Erdoğan made his power felt in every domain after 2011. Banks provided loans to the businessmen who kicked back funds to the AKP. Hostile media found themselves subject to vast fines or physical assault. Ordinary citizens who criticized the leader found themselves facing lawsuits, fines, and jail. Politicians in competing parties faced dirty tricks. Like a latter-day sultan, Erdoğan openly flouted the law and intervened at will when and where he wished, inserting himself into legal proceedings, meddling in local decisions, and interfering with police investigations. For example, he responded to compelling raw evidence of his own and his family’s corruption by simply closing down the inquiry.

ISIS gets ultra-medieval on Iraqis

In the Daily Express, Adrian Lee reports on what happens to a town when ISIS takes over:

When the gunmen arrived in town one of their first tasks was to raid shops and confiscate every carton of cigarettes. The tobacco was loaded on to a truck and was soon burning on a giant pyre under the watchful eyes of the fanatics.

For residents in Raqqa near the border with Iraq in northern Syria this display of power was just a taste of life to come under Isis. Within days the radical Muslim group that is bulldozing through the region had decreed that women could not raise their voices in public or walk at a late hour without a male chaperone.

From elsewhere have come horrific stories of brutality including the alleged filming of mass executions. Now this group controls half of Iraq and is knocking on the door of the capital Baghdad.

Led by a man who has been described as the new Osama Bin Laden, the aim of Isis is a new Muslim state straddling Syria and Iraq, which is to be run under ultrastrict sharia law.

For anyone stepping out of line the punishments are harsh. Isis believes in crucifixion and the amputation of limbs for criminal acts. It’s claimed that to set an example the heads of their dead enemies are boiled in oil.

It is a return to the Dark Ages last witnessed when the Taliban joylessly governed Afghanistan.

ISIS is enforcing a particularly grim and joyless form of religious and social behaviour:

Singing and dancing are banned along with alcohol, cigarettes and the popular hookah pipe.

“Songs and music are forbidden in Islam as they prevent one from the remembrance of god and the koran and are a temptation and corruption of the heart,” according to a statement issued by Isis.

“Every smoker should be aware that with every cigarette he smokes in a state of trance and vanity he is disobeying god.”

Shop owners are forbidden from displaying images of people in their windows and ordered to close 10 minutes before prayer time. It’s also considered a sin to build elaborate tombstones. Under Islamic law death is final and resting places should be unadorned.

Defense One‘s guide to ISIS

The Islamic militant group ISIS didn’t come from nowhere, but most of us only started hearing about them quite recently. Defense One has a guide to the group that has been tearing up Iraq:

Islamic State in Iraq and Greater Syria (ISIS), a predominantly Sunni jihadist group, seeks to sow civil unrest in Iraq and the Levant with the aim of establishing a caliphate — a single, transnational Islamic state based on sharia. The group emerged in the ashes of the U.S.-led invasion to oust Saddam Hussein as al-Qaeda in Iraq (AQI), and the insurgency that followed provided it with fertile ground to wage a guerrilla war against coalition forces and their domestic allies.

After a U.S. counterterrorism campaign and Sunni efforts to maintain local security in what was known as the Tribal Awakening, AQI violence diminished from its peak in 2006–2007. But since the withdrawal of U.S. forces in late 2011, the group has increased attacks on mainly Shiite targets in what is seen as an attempt to reignite conflict between Iraq’s Sunni minority and the Shiite-dominated government of Prime Minister Nouri al-Maliki. Burgeoning violence in 2013 left nearly eight thousand civilians dead, making it Iraq’s bloodiest year since 2008, according to the United Nations. Meanwhile, in 2012 the group adopted its new moniker, ISIS (sometimes translated as Islamic State of Iraq and the Levant, or ISIL) as an expression of its broadened ambitions as its fighters have crossed into neighboring Syria to challenge both the Assad regime and secular and Islamist opposition groups there. By June 2014, the group’s fighters had routed the Iraqi military in the major cities of Fallujah and Mosul and established territorial control and administrative structures on both sides of the Iraqi-Syrian border.

At odds with al-Qaeda’s aims, ISIS has since expanded its territorial control, establishing a “de facto state in the borderlands of Syria and Iraq” that exhibits some of the traditional markers of sovereignty, note Douglas A. Ollivant and Fishman. Beyond fielding a militia, it provides limited services and administers its ultraconservative brand of justice. Much of Anbar province has remained outside the central government’s authority since January 2014, and in June, ISIS wrested control of Mosul and its environs after the army, hobbled by desertions, retreated overnight. The takeovers highlighted Baghdad’s weakness: In Fallujah, Maliki called on Sunni tribesmen to resist ISIS, and in Mosul, which had been considered a model for the surge and Awakening, he called on the Kurdish security forces, the Peshmerga, to do the same.

Insurgents’ consolidation of territorial control is a concern for the United States, which believes such areas outside of state authority may become safe havens for those jihadis with ambitions oriented toward the “far enemy” — the West. The Obama administration has responded to the regional resurgence by increasing the CIA’s support for the Maliki government, including assistance to elite counterterrorism units that report directly to the prime minister, and providing Hellfire missiles and surveillance drones. After Iraqi forces retreated from Mosul, the insurgents who routed them released more than one thousand prisoners and picked up troves of U.S.-supplied matériel.

Egypt’s long road to reform

Although deposed dictator Mubarak officially maintained the 1979 peace treaty with Israel, Mubarak also had the state controlled media constantly criticize Israel for real and (mostly) imagined crimes against Moslems. Mubarak allowed Hamas to bring in Iranian weapons and cash (for an eventual attack on Israel). Mubarak did what any dictator does, he found an external enemy to blame things on. But all of Egypt’s problems are internal, mostly in the form of corrupt government officials and most of the economy controlled by a few hundred families. It’s as the Russian czar said once, when asked about his great power, “I do not run Russia, 10,000 clerks do.” It’s the same in Egypt (or any other country). Replacing enough of the several hundred thousand officials (government and business), to really be in power, will be difficult for any reform politicians. Replacing all the current “clerks” with honest ones will be impossible. Eliminating corruption takes a generation or more, assuming you really try. There are centuries of history with that sort of thing, but Arabs tend to consult their own special history book, one found in the fiction section, and full of tales of imaginary Arab accomplishments, and a long list of self-inflicted injuries blamed on others. The fact is that Egypt, like most Arab nations, has long neglected education and economic opportunity. Literacy is only 71 percent, and corrupt officials make it impossible to start a legal business. Economic activity is monopolized by the several hundred families who see nothing wrong with crippling the economy for their own gain. The wealthy have not hesitated to use thugs and death squads to maintain their power. While often at each other’s throats over business or personal matters, the several hundred thousand officials and business leaders will largely unite at any attempts to dismantle their economic arrangements. Bribes, threats and all sorts of enticements will be offered cripple the reform efforts. While most Egyptians demand reform, those benefitting from the current arrangements know that they have thousands of years of Egyptian history on their side. Occasionally, foreigners would take advantage of this culture of corruption, which extended to the army, and invade. But the Egyptian ruling class would soon absorb the invaders, and the business of running Egypt would return to its normal ways.

Israel knows well how corrupt the Egyptian armed forces are. Except for a few years before the 1973 war, when a highly efficient Anwar Sadat was running the army, the Egyptian armed forces have been allowed to wallow in their usual incompetent self-delusion. Peacetime armies have long been seen as perfect sources of wealth for corrupt politicians. Thus, in the last three decades, the Egyptian forces have done their job in this department. A new Egyptian government, seeking to gain domestic and foreign popularity by cancelling the peace treaty with Israel, would restore the threat of Egypt foolishly starting another war they would lose. Israel would have to redeploy its forces to deal with this. That would cost money, and weaken the edge Israel has in the north against Hezbollah and Syria. All this would not really change the balance of power. What might do that is reforms in the Egyptian military, to eliminate corruption and raise standards. Good luck with that.

Egypt may achieve reform, to include a sharp reduction in corruption and true rule of law. What is less certain is dealing with the effects of three decades of anti-Israeli and anti-Semitic propaganda in the state controlled media. But the biggest problems are internal, and solving those are a long shot.

Many Egyptians have doubts that democracy will work in Egypt. They point to Lebanon and Iraq as examples of what happens when you allow Arabs to use democracy to rule themselves. The 22 year old Lebanese democracy fell apart in 1975, followed by fifteen years of civil war, then a peace deal that left the country divided into the “democratic” north, with the south ruled by a Shia religious dictatorship (Hezbollah) financed by Iran. Iraq has a barely functioning democracy that many Arabs despise because it was facilitated by an American/British invasion to remove an Arab dictator. What Arabs really find discouraging about Iraq’s democracy is that it reveals how difficult it is to run such a government. But as Westerners constantly point out, freedom isn’t free and democracy isn’t easy. If you want the goodies, you have to make the effort.

Update: Lawrence Solomon thinks that the path to democracy is even harder, and less likely to succeed:

In Egypt, the ends that democracy would bring are more likely death, submission and the pursuit of jihad, as defined by the country’s Muslim Brotherhood. “The Koran is our constitution, the Jihad is our way, and the Death for Allah is our most exalted wish,” it proclaims. The word Islam does mean “submission.”

Most Egyptians — three-quarters of its overwhelmingly Muslim population, public opinion polls say — want “strict imposition of Sharia law” and a larger proportion wants policies that most in the West would view as human rights abuses — 82% would stone adulterers and 84% want the death penalty for Muslims who leave their faith.

While most of the urban generation in Cairo’s Tahrir Square desires a modern Egyptian state of some kind, the Egyptian majority does not: 91% of Muslims want to keep “Western values out of Islamic countries.” For the vast majority outside the main cities, the outrages perpetrated by Mubarak lie mostly in his suppression of Islamic fundamentalist values, such as his ban on female genital mutilation and his moves to phase out polygamy and child brides. Most Muslim Egyptians not only oppose a modern Egyptian state, they would dismantle the existing Egyptian state, two-thirds wanting instead “to unify all Islamic countries into a single Islamic state or caliphate.”

But even with all of that said, he points out that things are not totally hopeless:

But traditional Egypt need not forever prevail. A poll just released by the Washington Institute for Near East Policy, taken between Feb. 5 and Feb. 8 of residents of Cairo and Alexandria, the two centres of protest, shows both how different the major cities are from the rest of the country, and how much hope there is for a modern Egypt in the future.

The protest was mostly driven by the economy, with 37% citing either “poor economic conditions” or “Unemployment/Job conditions.” Corruption came in next, at 22%, followed by “poor delivery of services like electricity and water” at 5%. The social causes touted by the Western media were all but non-existent: Just 3% cited “political repression/no democracy” and another 3% cited “abuses by security services/arrests/torture etc.” Neither are the populations in these urban centres motivated by fundamentalism. Only 4% complained of a “Regime not Islamic enough,” only 4% of a “Regime Too Connected to the U.S.,” and just 3% of a “Regime Too Supportive of Israel.” In a hypothetical election for president, one-third of the residents of these cities favoured either Mubarak (16%) or his vice-president, Omar Suleiman (17%), compared to 26% for Amr Musa, a prominent diplomat.

Mohammed ElBaradei, a diplomat endorsed by the Muslim Brotherhood, would receive just 3% of the vote.

QotD: Canadian Sharia courts

An Iranian artist has been sentenced to a five year prison term for setting the Koran to music. I would express outrage and alarm but I am writing from Canada and am in no position to point fingers. In Canada, we call our sharia courts “human rights commissions”.
