British government energy policies are “befuddled and beset by lobbyists”

Anyone who claims to understand energy policy is either mad or subsidised. Last week I wrote that politics is seldom rational. It is more often based on intuition and tribal prejudice. This week we have a thundering example: the government’s new policy on nuclear energy.

Do not read on if you want a conclusion on this subject. For years I have read papers, books, surveys and news stories, and am little wiser. I trust to science and am ready to believe there is some great mathematician, some Fermat’s last theorem, who can write an equation showing where energy policy should turn. I have never met him.

The equation would start with the current market price of coal, gas, oil, nuclear and so-called “renewables”. That would give simple primacy to coal and gas. The equation would then factor in such variables as security of supply, which — being imponderable — can be argued from commercial interest and prejudice. Then it would have to take account of global warming and the virtue of lower carbon emissions. At this point the demons enter.

We must consider CO2 reduction through substituting gas for coal, carbon capture, nuclear investment, biomass, wind, wave, solar and tidal generation. We must consider the application of fiscal policy to gas and petrol use, to energy efficiency and house insulation. Each has a quantity attached to it and each a fanatical lobby drooling for subsidies. As for achieving a remotely significant degree of global cooling, that requires world diplomacy — which has, as yet, proved wholly elusive.

Britain’s contribution to cooling can only be so infinitesimal as to be little more than gesture politics, yet it is a gesture that is massively expensive. Meeting the current EU renewables directive, largely from wind, would cost some £15bn a year, or £670 a household, and involve the spoliation of swaths of upland, countryside and coast. It is calculated to save a mere 0.2% of global emissions, with negligible impact on the Earth’s sea level.

India’s long, twisting path to nuclear submarine capabilities

India would like to run their own nuclear-powered submarines, but it’s taken longer for them to achieve that than they’d hoped:

On April 4th the new Russian Akula II SSN (nuclear attack submarine) Nerpa, that was supposed to be delivered to India (which is leasing it) two years ago, was finally turned over. It’s worse than it sounds. Three years ago, during sea trials there was an equipment failure on Nerpa that killed 20 sailors and shipyard workers. This delayed sea trials for many months and the Russians found more items that needed attention. These additional inspections and repairs continued until quite recently.

Indian money enabled Russia to complete construction on at least two Akulas that were less than half finished at the end of the Cold War. This was another aftereffect of the collapse of the Soviet Union. Several major shipbuilding projects were basically put on hold (which still cost a lot of money) in the hopes that something would turn up. In this case, it was Indians with lots of cash. But money could not overcome the construction problems and poor design decisions the Russians made. The single Akula II India was leasing was delayed again and again. The 8,100 ton Akula II has a crew of 73. The one leased by India has eight 533mm (21 inch) torpedo tubes and 40 torpedoes.

Meanwhile, in 2009, India launched its first nuclear submarine, the INS Arihant (Destroyer of Enemies). This came after over a decade of planning and construction. What was not revealed at the times was that the Arihant was launched without its nuclear reactor, which was not installed until 2011. Arihant is supposed to be ready for service later this year.

Rob Lyons on the lessons of Fukushima

It’s almost exactly a year since the earthquake and tsunami that devastated Fukushima, and Rob Lyons summarizes the lessons we’ve learned from that disaster:

Sunday marks the first anniversary of the earthquake and tsunami that devastated the east coast of Japan on 11 March 2011. The quake, measuring 9.0 on the Richter scale, was the biggest ever to hit Japan and one of the biggest anywhere in the world in the past century. The resulting tsunami caused roughly 20,000 deaths. Yet, shockingly, the biggest issue about the disaster remains the resulting inundation of a nuclear-power plant at Fukushima, which so far appears to have caused precisely zero deaths from leaking radioactivity.

There are many valuable lessons to be learned from this tragedy. One is the importance of development. The earthquake and tsunami that affected the Indian Ocean on Boxing Day 2004 were only marginally larger, yet killed well over 200,000 people. Direct damage from the Japan earthquake was relatively small thanks to high building standards. Warnings allowed many people to escape the unprecedented seawater surge that followed, though video of the wall of water hitting coastal towns is still shocking. Even so, the world’s third largest economy will take a long time to recover fully from what happened. Thankfully, Japan has the resources to do that.

This, however, is not the main lesson being drawn from events a year ago. Around the world, the conclusion many commentators and politicians have drawn is that nuclear power is inherently dangerous and that we need to stop all future nuclear development. This is a perverse conclusion, absolutely flying in the face of the facts. The reaction against nuclear power post-Fukushima reveals much about the navel-gazing, risk-averse worldview that has such a paralysing effect on life in the developed world today.

Tim Worstall responds to a Naomi Wolf panic-piece about the evils of nuclear power:

No love, there isn’t a scientific consensus that says that there is no safe level of radioactivity. Forget hormesis for a moment and just concentrate on the obvious fallacy of the statement. We’re all bombarded with radiation all the time. Everything from cosmic rays through to uranium in the soil to bananas and Brazil nuts. And while we do all fall down dead eventually we’re not all falling down dead from the radiation from these sources.

And then we get the great one:

    Then, Japan was hit by a tsunami, and the cooling systems of the Fukushima nuclear reactor were overwhelmed, giving the world apocalyptic images of toxic floods and floating cars, of whole provinces made uninhabitable.

Well, yes, the tsunami killed lots of people, indeed. And the failure of the nuclear plant has killed no one. So we’d better abolish tsunamis then, eh?

Finally, what’s wrong with the whole piece, indeed, the basic mode of thinking behind it, is that it is looking only at absolute risk, taking no account whatsoever or relative risk. If we decide that we actually do want to have electricity then we need to look at which system of producing the electricity we desire kills the fewest of us. And in that nuclear wins hands down. More Americans fall off the roof installing solar panels each year than have ever been kiled by civilian nuclear power in the US.

Oh, and coal fired power stations distribute more radiation around the world than nuclear power plants do as well.

European energy policy based on renewables falters in face of severe winter weather

Kevin Myers on the folly of abandoning nuclear power generation in favour of renewables:

Russia’s main gas-company, Gazprom, was unable to meet demand last weekend as blizzards swept across Europe, and over three hundred people died. Did anyone even think of deploying our wind turbines to make good the energy shortfall from Russia?

Of course not. We all know that windmills are a self-indulgent and sanctimonious luxury whose purpose is to make us feel good. Had Europe genuinely depended on green energy on Friday, by Sunday thousands would be dead from frostbite and exposure, and the EU would have suffered an economic body blow to match that of Japan’s tsunami a year ago. No electricity means no water, no trams, no trains, no airports, no traffic lights, no phone systems, no sewerage, no factories, no service stations, no office lifts, no central heating and even no hospitals, once their generators run out of fuel.

Modern cities are incredibly fragile organisms, which tremble on the edge of disaster the entire time. During a severe blizzard, it is electricity alone that prevents a midwinter urban holocaust. We saw what adverse weather can do, when 15,000 people died in the heatwave that hit France in August 2003. But those deaths were spread over a month. Last weekend’s weather, without energy, could have caused many tens of thousands of deaths over a couple of days.

Frau Merkel has announced that Germany is going to phase out nuclear power, simply because of the Japanese tsunami. Well, that is like basing water-collection policies in Rhineland-Westphalia on the monsoon cycle of Borneo. As I was saying last week, the Germans have a powerfully emotional attachment to everything that is “green”, and an energy policy based on renewables will usually win German hearts. But it will not protect the owners of those hearts from frostbite and death due to exposure, for wind can often be not so much a Renewable as an Unusable, and also an Unpredictable, an Unstorable, and — normally when it’s very cold — an Unmovable.

The seriousness of this is hard to exaggerate. The temperature in the Baltic countries last weekend was -33 degrees Celsius. The Eurasian landmass from Calais to Naples to Siberia was an icefield in which hundreds of millions of people were trapped. Without coal, oil and nuclear energy, mass deaths of the old and the young would have occurred on the first night. Three nights on of such conditions, and even the physically fit would have been dying of exposure, as the temperature inside dwellings fell and began to match that of the outside, an inverse image of what happened during the French heatwave 10 years ago, when there was no escape from the heat.

RCN may get nuclear submarines

A report by the CBC on what may or may not have been a casual remark by Defence Minister Peter MacKay:

CBC News has learned the Harper government is considering buying nuclear submarines to replace its problem-plagued fleet of diesel-powered subs, all of which are currently awash in red ink and out of service for major repairs.

The four second-hand subs Jean Chrétien’s Liberal government bought from the British navy in 1998 for $750 million were portrayed at the time as the military bargain of the century.

Instead, they have spent almost all of their time in naval repair yards, submerging Canadian taxpayers in an ocean of bills now totalling more than $1 billion and counting.

High-ranking sources tell CBC News the government is actively considering cutting its losses on the dud subs, and mothballing some if not all of them.

Defence Minister Peter MacKay is hinting they might be replaced with nuclear submarines that could patrol under the Arctic ice, something the existing diesel-electric subs cannot do.

The deal of the century turned out pretty badly for the Royal Canadian Navy. Let’s hope that the next submarine deal won’t be quite as bad.

Update: At least Lorne Gunter can get some cheap laffs from our dehydrated subs:

Boy did the Brits ever see us coming in 1998 when the Chretien Liberals pulled up to Honest Nigel’s Used Submarine Shop looking to buy four underwater patrol boats. The quartet they sold us for the unbelievably low price of just $750 million have been up on blocks in our front yard almost ever since, with weeds growing out the portholes. I expect Canadian Pickers to come along anytime now and offer us $2,000 for the set, take it or leave it.

Let’s face it, the Limeys sold us lemons. If the Liberals had just agreed from the start to buy new nuclear subs, Canada would have spent about the same money ($3 billion), but we would have had subs we could have been using for the past 10 years already, with another 30 years to go. Now by the time we get our British diesel subs fixed, they will be 30 years old and have only about 10 years of serviceable life remaining. Moreover, they still won’t be able to sail under the North Pole and patrol the Arctic because they need air to feed their engines and no aspirated sub can stay underwater for the 14-21 days it takes to sail under the Polar icepack.

This is not unlike the Liberals decision in the same era to cancel the EH-101 helicopter contract. Breaking the deal signed by the Mulroney Tories in the early 1990s cost taxpayers $500 million, on top of which we had to buy new helicopters anyway. Pretty much the same helicopter at pretty much the same price.

Britain decides not to follow German lead on nuclear power

Unlike their European partners, Britain will continue to depend on nuclear power to provide a large part of their electricity needs:

Britain breathed a collective sigh of relief yesterday. The question on everyone’s lips had been answered. Following the Fukushima accident in Japan, was it safe to continue using nuclear power here in the UK? The answer from chief nuclear inspector Mike Weightman and his team, who had spent months undertaking research, was ‘yes’.

Of course, that finding didn’t actually come as a shock to anyone. And not just because the interim report, published earlier in the year, had already made it clear that the UK nuclear-power industry could learn few new lessons from the accident in Japan — but also because you didn’t need a PhD in nuclear-reactor design to recognise the Fukushima disaster was a unique situation that arose in an area of the world prone to earthquakes and tsunamis with a different, older model of nuclear-power station than that used in the UK. A similar event would be highly unlikely here, or anywhere in Europe, and existing safety regulations are extremely tight. Furthermore, despite the full force of nature being thrown at the outdated Fukushima plant — an earthquake measuring 9.0 on the Richter scale leading to tsunami waves up to 40.5 metres high — the disaster was largely contained and, to date, not a single individual has died from the radiation that leaked out.

Despite their best attempts to win over new recruits, the tiny handful of aging anti-nuclear protesters saw no swell in numbers, no matter how they tried to draw comparisons between the European situation and the disaster in Japan. Despite holding vigils and undertaking stunts, such as releasing balloons outside a nuclear-power plant symbolising how many days it had been since the disaster, hardly any of their planned ‘wave of protests’ were deemed newsworthy or interesting.

Actually, UK public opinion has shifted in favour of nuclear power. The results of a Populus poll published last month revealed that 41 per cent of the population believed the benefits outweigh the risks, a three per cent increase on the previous year; 54 per cent wanted more nuclear-power stations or at least the replacement of existing stations with new ones. There was, in fact, an eight per cent drop (to 28 per cent) in people opposing nuclear power, compared to 2010.

A need for speed in 1955 still has lingering influence

Richard Black discusses the start of commercial nuclear power:

An experimental US reactor called EBR-1 generated the first nuclear electricity at its home in Argonne National Laboratory, sending current through a series of lightbulbs in 1951.

But the US did not open the world’s first civilian nuclear power station; that honour went to the USSR, whose tiny Obninsk reactor opened in 1953.

And the world’s first commercial-scale nuclear station was the UK’s Calder Hall, opened the following year.

The race for nuclear power — and with it, political influence — was underway.

“[Soviet President Nikita] Khrushchev… recognised that achievements in nuclear power made it possible to compete with the United States in the world arena — to say ‘our system, the socialist system, is the best — look who is first in areas of science and technology’,” relates Soviet historian Paul Josephson.

“You see a rebirth of hope that there will be a glorious communist future, perhaps a nuclear-powered future.”

All of these early reactors used different designs, with everyone except US scientists forced to work with natural uranium rather than the enriched variety developed during the Manhattan Project.

British Green activist recants opposition to nuclear power

Unlike Germany, which has announced it will be shutting down its nuclear power plants, Britain is considering a new generation of plants to provide an even greater share of their electricity needs. Even a few green activists are changing their tune:

Also, as much as Greens are enthusiastic about solar electricity, in cloudy countries such as ours it is extremely inefficient and expensive. Nuclear power, on the other hand, is one of the cheapest ways of producing electricity, and it is much safer than many environmentalists would have us believe.

The objection of environmentalists to nuclear power — fears about the dangers of nuclear waste and the cost of decommissioning it — are overblown, which explains why many people don’t like the Greens.

Solving many of the world’s most critical environmental challenges will, in some cases, involve doing the exact opposite of what most environmentalists want.

Rather than retreating into hair-shirt austerity, I believe that, just as technology got us into this mess, technology is vital to get us out of it.

That means embracing some things that will make a lot of Green believers choke on their organic muesli.

It has taken me a long time to reach this conclusion. I used to passionately oppose not only nuclear power but GM crops. I once even threw a pie in the face of a Danish scientist who dared to question the orthodox environmental line. So what changed?

Through research, I found that much of what I believed about environmental issues had little, if any, basis in science. Put simply, though my concerns were right, my solutions were wrong.

QotD: OPEC’s 50-year fishing trip

The petroleum-exporting countries have kept America as a gigantic fish on a steel line for nearly 50 years, reeling it in slowly, and letting it out (relaxing oil prices), when the United States made purposeful noises about raising domestic production, cutting consumption, and going to alternate sources. As soon as OPEC fine-tuned the fishing reel, the great fish went with the docility of the addicted consumer back to its default position mainlining on foreign oil at steadily increasing prices and in ever larger quantities. Every president starting with Richard Nixon warned of the danger in this addiction, but none has done anything useful about it. There must be an emphasis on cheap and plentiful natural gas, more nuclear (with maximum safety standards), more off-shore drilling (with maximum environmental-protection arrangements), and higher gasoline taxes to raise revenues and restrain use. All of this will bring down the international price and reduce the amount of money available for the Iranians, Saudis, Venezuelans, and others to finance terrorism around the world, and will ultimately reduce U.S. defense costs. None of this has been done, though the need for it has been obvious for decades.

New report from the Obviousness Bureau: TEPCO underestimated earthquake/tsunami risks

Hands up, anyone who didn’t see this coming? Okay, put your hands down board members of TEPCO:

Japan underestimated the risk of a tsunami hitting a nuclear power plant, the UN nuclear energy agency has said.

However, the response to the nuclear crisis that followed the 11 March quake and tsunami was “exemplary”, it said.

The Fukushima Daiichi nuclear plant, which was badly damaged by the tsunami, is still leaking radiation.

Japan’s Prime Minister Naoto Kan is facing a no-confidence vote submitted by three opposition parties over his handling of the crisis.

They say he lacks the ability to lead rebuilding efforts and to end the crisis at the Fukushima plant, public broadcaster NHK reported.

Some politicians from Mr Kan’s governing Democratic Party of Japan (DPJ), including former Prime Minister Yukio Hatoyama, are backing the motion.

If it is passed in a vote expected on Thursday, Mr Kan would be forced to resign or call a snap election.

However, given the thousands of dead and missing from the earthquake and tsunami, the attention paid to Fukushima has been rather disproportional. As someone joked yesterday, radiation from Fukushima has killed fewer people (none) than e.coli tainted food in Germany (16 at last report).

Update: In case I’m being too obscure, the “this” I refer to in the initial paragraph is the with-the-benefit-of-hindsight conclusion that the Fukushima plant was inadequately prepared for the earthquake and subsequent tsunami.

Ontario’s nuclear power industry

I live near two nuclear power plants, and have done for more than a decade, but even with those two hints, I didn’t realize that Ontario gets 55% of its electricity from nuclear sources. For some reason, I thought we were somewhere in the 20-25% range — higher than the Canadian average of 15%, but not over half.

The Canadian Nuclear Association has posted a statement on their website (including the above nugget of information):

“Our thoughts are with the people of Japan and their relatives in Canada during this terrible time, as well as with the workers at the Fukushima station for their tireless efforts to protect the people offsite.

Over the coming days and weeks you can expect to hear many varying opinions on the events in Japan and even on Canadian nuclear facilities. Some will be based on fact and will contribute to a worthwhile discussion. Unfortunately, some of what you will hear may not be based on fact.

It’s important to remember the Fukushima plant was damaged, not as a result of any flaw in the reactor design, but from the largest ever earthquake in Japan’s history followed by a devastating tsunami. The nuclear industry — in Canada and around the world — has a history of working closely together to share technical expertise. We also have a history of examining operations and activities to ensure continuous improvements.

Update on the Fukushima situation

Colby Cosh complained yesterday about the low quality of information being provided by the Tokyo Electric Power Company (TEPCO), and that has not really improved since yesterday. At The Register, Lewis Page updates the situation as best he can:

The story of the three quake- and tsunami-hit reactors at Japan’s Fukushima plant continues, with indications that one of the three worst-hit reactors has sustained further damage. A fire also broke out at another reactor, shut down at the time of the quake and not previously thought to be a problem, but this has now been put out. None of this suggests that the reactors’ crucial containment vessels could be breached, however.

World Nuclear News reported in the early hours (UK time) that a “loud noise” had been heard at the site of the No 2 reactor at Fukushima and pressure readings had fallen in the doughnut-shaped “suppression chamber” situated beneath the core. The suppression chamber holds a large quantity of water and steam from the core, released into it to be condensed, so reducing pressure in the core without the need to vent to atmosphere in some situations: though reactors 1, 2 and 3 have all been repeatedly vented to atmosphere since the quake nevertheless.

Following the apparent release from inside the suppression chamber, radiation levels at the site briefly rose to 8217 microsieverts per hour — such that an unprotected person outside would receive several years’ normal background radiation dose in a single hour. Radiation then dropped to less than 2,500 microsievert/hr. (UPDATED TO ADD: The IAEA reports that as of 6am UK time this had fallen to 600 microsievert/hr). WNN reports that a statement from TEPCO, the plant operators, stated that there had been “no significant change” to the status of the vital containment vessel surrounding the reactor core.

Analysis of the Fukushima reactor situation

Lewis Page sees the triple-whammy disaster that hit the Fukushima nuclear plant as proof of the design:

Let’s recap on what’s happened so far. The earthquake which hit on Friday was terrifically powerful, shaking the entire planet on its axis and jolting the whole of Japan several feet sideways. At 8.9 on the Richter scale, it was some five times stronger than the older Fukushima plants had been designed to cope with.

If nuclear powerplants were merely as safe as they are advertised to be, there should have been a major failure right then. As the hot cores ceased to be cooled by the water which is used to extract power from them, control rods would have remained withdrawn and a runaway chain reaction could have ensued — probably resulting in the worst thing that can happen to a properly designed nuclear reactor: a core meltdown in which the superhot fuel rods actually melt and slag down the whole core into a blob of molten metal. In this case the only thing to do is seal up the containment and wait: no radiation disaster will take place, but the reactor is a total writeoff and cooling the core off will be difficult and take a long time. Eventual cleanup will be protracted and expensive.

In fact, though the quake was far beyond design limits, all the reactors went into automatic shutdown perfectly: triumph number one. Control rods slammed into the cores, absorbing the neutrons spitting from the fuel rods and pinching off the uranium-fission chain reactions powering the plant.

For a few hours all was well. Then the tsunami — again, bigger than the plant had been built to cope with — struck, knocking out the diesel backups and the backup diesel backups.

Needless to say, this being a nuclear powerplant, there was another backup and this one worked despite having been through a beyond-spec quake and the tsunami. Battery power cut in and the cores continued to be cooled, giving the plant operators some hours of leeway to bring in mobile generators: triumph number three.

Unfortunately it appears that the devastation from the quake and tsunami was sufficient that mobile power wasn’t online at all the sites before the temperatures inside the cores began to climb seriously.

On the flip side, Colby Cosh finds the information sharing from the Japanese authorities to be less than helpful:

It’s a frustrating sequence of events to behold, and it has been made more so by the poor crisis management of the Tokyo Electric Power Co. (TEPCO) and the Japanese government. A serious nuclear incident is the whole world’s concern, and TEPCO and Japan have an obligation to explain to the world just what has happened. But English-language reports from the state broadcaster, NHK, have been shockingly feeble and confused. TEPCO’s press releases, meanwhile, are masterpieces of indecipherable technical and even legal jargon. (“As the reactor pressure suppression function was lost, at 5:22am, Mar 12th, it was determined that a specific incident stipulated in article 15, clause 1 has occurred.”)

The global public has been left to figure out for itself what to make of hazy videos of nuclear power facilities exploding. What little context we can assemble, as we try to interpret such a mortifying sight, arrives mostly in shreds provided by Western oracles — ones who, in their turn, seem to mostly be working from supposition and indirect evidence, and who may not be particularly independent from the nuclear industry.

No one should forget, while trying to make sense of what’s happening in Japan, that something like 300 people died in major coal mining accidents around the world in 2010 alone. None of those accidents involved natural disasters, and probably not all of them even involved culpable human error. We just accept a certain quantum of mortality as the cost of keeping the lights on — when it comes to every means of power generation, that is, except nukes. A death toll in the single digits from the Fukushima troubles would represent an amazing triumph of design robustness. (Especially if we judge the quality of Japanese engineers and regulators by their competence at communications.)
