America’s third-world air traffic control system

In City Journal, John Tierney says there’s hope for improvement, but the crony capitalists might yet manage to keep the crappy system in its current state anyway:

Members of Congress are about to face a tough choice: should they vote to replace America’s scandalously antiquated air-traffic control system with one that would be safer and cheaper, reduce the federal deficit, conserve fuel, ease congestion in the skies, and speed travel for tens of millions of airline passengers? Or should they maintain the status quo to please the lobbyists representing owners of corporate jets?

If that choice doesn’t sound difficult, then you don’t know the power that corporate jet-setters wield in Congress. They’re the consummate Washington crony capitalists: shameless enough to demand that their private flights be subsidized by the masses who fly coach, savvy enough to stymie reforms backed by Democratic and Republican administrations.

While the rest of the industrialized world has been modernizing air-traffic control, the United States remains mired in technology from the mid-twentieth century. Controllers and pilots rely on ground-based radar and radio beacons instead of GPS satellites. They communicate by voice over crowded radio channels because the federal government still hasn’t figured out how to use text messaging. The computers in control towers are so primitive that controllers track planes by passing around slips of paper.

The result: an enormous amount of time wasted by passengers, especially those traveling in the busy airspace of the Northeast. Because the system is so imprecise, planes have to be kept far apart, which limits the number of planes in the air — leaving passengers stranded at terminals listening to the dread announcements about “air traffic delays.” When they do finally take off, they’re often delayed further because the pilot must fly a zig-zag course following radio beacons instead of saving time and fuel by taking a direct route.

Surprisingly, the Canadian air traffic control system is the model to emulate:

The Trump administration is pushing Congress this month to turn over the air-traffic control system to a not-for-profit corporation supported by user fees instead of tax dollars. It would resemble Nav Canada, which has won high praise from the aviation community for modernizing Canada’s system while reducing costs. Nav Canada’s controllers use GPS technology and text messaging, as do the controllers at the corporation that has taken over the United Kingdom’s system.

Richard Florida oversold his “creative class”

Rick McGinnis reviews the latest book by the much-celebrated Richard Florida … which walks back a lot of what his last book pushed:

With his new book, The New Urban Crisis, Florida concedes that he might – just might – have overstated his case. The gaps between the rich and poor have increased, particularly in the case study cities that Florida described and, later, championed as an advocate of his pet theory. The so-called creative class has transformed cities, mostly by colonizing the most attractive districts, aggregating most of the wealth around them, and increasing house prices exponentially, driving the less fortunate classes – Florida’s “service class” and an equally distinct and diminishing working class – into insalubrious neighbourhoods, often at the city’s fringes.

To be fair, it was a case well sold, and it made Florida a star in his field, ultimately landing him at the head of something called the Martin Prosperity Institute at the Rotman School of Management at the University of Toronto. The idea of some sort of vaguely defined creative class as a benign invasion, reviving run-down areas once home to workers or industry with their peculiar and mysterious social, cultural and economic alchemy, had a lot of appeal to the sorts of people who run cities – politicians, developers and realtors, mostly.

The vagueness of what constituted the “creative class” no doubt helped sell Florida as an urban visionary – it could be stretched to include everyone from gallery owners, photographers, and art directors to claims adjusters, funeral directors, and tax collectors. In Florida’s theory, as one critic noted, “distinctive spatial and political proclivities are bunched together, purely on the basis of educational attainment, and with little demonstrable relationship to creativity.” Much of the good press was probably helped by the fact that journalists had pride of place in the creative class.

There’s a sleight of hand at work with Florida’s theory, as the middle class that he bemoans as disappearing has actually been largely absorbed by him into the very elastic borders of the creative class, where vast armies of white collar workers find their home alongside tiny numbers of arts bureaucrats and musicians. His fetish for IT workers in particular seems curious, since many of the jobs being done in vast, architecturally praised tech campuses are, in basic function indistinguishable from the sort of grinding desk labour done on vast office floors in skyscrapers by men in gray flannel suits, 60 years ago.

QotD: Confirmation bias and anecdata

First, identify some linguistic thing everyone believes, or can be persuaded to believe, that women do (for this purpose it doesn’t matter whether they really do it, or whether men do it just as much). You could choose something that’s already been defined as a problem (like uptalk or vocal fry), or, more ambitiously, you could go for something no one’s been paying close attention to (like women over-using the word ‘just’ at work). Pitch a piece on ‘Why this thing women do with language is damaging to women’ to the editor of just about any publication. It’s a perennially popular formula and there’s always a place for it somewhere.

You can establish that the thing is a real thing by using anecdata and exploiting confirmation bias. ‘Have you noticed that thing women do?’ you might begin. If the thing is already a cliché, like uptalk, then you’ll immediately have them nodding; if it’s not then they probably won’t have noticed it, but many of them will think that’s only because they’re not as observant or as keenly attuned to the zeitgeist as you are. Either way, you’re priming them to accept your premise. Then you can follow up with a tedious anecdote involving some everyday scenario your reader can relate to. Like, ‘the other day at my office, a woman made a presentation where she did X a heck of a lot; my interest was piqued and I started counting Xs, which confirmed that women do X far more than men.’

Once people have accepted that there’s something to be noticed, they’ll be susceptible to the phenomenon known as ‘confirmation bias’ — a tendency to notice things that match your expectations (in this case that would be instances of women doing X), while failing to register counter-examples (women not doing X, or men doing X). Soon, everyone will be sharing your article on Facebook with comments like ‘This is so true! I’d never noticed women doing X before, but after I read this piece I heard it everywhere!’
