The real reasons for problems with Canada’s submarine fleet

An interesting post at the Laurier Centre for Military, Strategic, and Disarmament Studies looks at the real reasons the Royal Canadian Navy has had such a rough time with the current class of submarines:

Submarines are perhaps the most misunderstood weapon system in the Canadian Forces. Few Canadians, even those well-versed in military matters, understand their role in Canada’s defence. Worse, the technical issues that have afflicted the Victoria class submarines have dominated the media narrative for a decade, convincing many that they really are a set of lemons put upon us by the crafty British. In actuality, the navy had relatively few options to replace its aging Oberons in the 1990s. It was the decisions made then, rather than any inherent technical shortcomings, which created many of the problems experienced after these vessels entered active service. Yet, the choices for the navy were stark. Faced with a government that was essentially hostile to the idea of submarines, and limited in what it could spend, the used, but highly modern Upholders were the only option open to the RCN: it was either that or the end of the Submarine Service.

However, submarines were politically unpopular within the Chretien government. The former foreign minister called them “un-Canadian” in nature, and Chretien himself dithered on the decision. Sensing that the window was about to slam shut, the navy lobbied hard for their acquisition in what was called the deal of a century – four slightly used subs for $750 million. The old supply vessel HMCS Provider would be paid off early and planned refits for the O-boats foregone.

But the navy had to live within the tight limits that had been established by that $750 million figure. As such, much of the spare parts the RN had warehoused for the submarines were not purchased, nor was some of the technical information concerning the engineering of the submarine’ systems acquired from VSEL (later BAE Systems). In addition, a series of technical problems were discovered in the submarines as they began to be reactivated by the Royal Navy. Many of these were fixed before the boats were delivered to Canada, but several expensive fixes remained after they were acquired. The heavy demands made on the navy at the beginning of the War on Terror in 2003, just as the submarines were arriving in Halifax, also limited the ability to move quickly in resolving these issues.

In many ways, the problems experienced by the subs represent an “own goal” on the part of the navy. The decisions that were made at the time in order to get the boat were to come back to haunt the navy years later. The failure to acquire sufficient spares or establish supplier relationships resulted in many of the significant delays in making the subs operational as the navy worked to create its own network of industrial relationships to manufacture the specialized equipment found on no other naval system. It is this fallout from the procurement process, rather than the frequent argument that the subs were poorly constructed, that is responsible for the delays and technical setbacks in the programme. Given the constraints under which the navy had to operate in the mid-1990s there really were no other alternatives if the service was to be preserved. Despite the problems that came with the boats, it really was the deal of the century!

India’s submarine program hits (even more) delays

Strategy Page reports on the latest set of delays to hit the Indian navy’s submarine building program:

India’s effort to build six submarines (French Scorpenes), under license, has been delayed once again. The problem is mainly poor management. An example of this occurred quite recently with the departure of ten Spanish technical advisors for the Scorpenes. Their contract expired at the end of March and, despite the expiration date being well known Indian bureaucrats were unable to get a new contract in place on time. Similar avoidable delays have occurred several times already and the price has gone up with each delay. Last year it was announced that the first Scorpene sub would not be ready until 2015. The new delays push that to 2017.

Building the subs in India will leave India with thousands of workers and specialists experienced in building modern submarines. All that will be wasted because the defense procurement bureaucrats seem to have learned nothing. These officials already caused numerous delays and cost overruns during negotiations to build these diesel-electric submarines. The bureaucrats mismanaged this deal to the extent that it is now five years behind schedule. But it is even more behind schedule if you count the several years the Indian bureaucrats delayed it even getting started. The delays and mismanagement have so far increased the cost of the $4 billion project by 25 percent (to $834 million per sub).

All this ineffective urgency is in play because India’s submarine fleet is dying of old age and new boats are not going to arrive in time. It’s not like this was a surprise, but the Indian defense procurement bureaucracy has long been noted as slow, sloppy, and stubborn, especially in the face of demands that it speed up. The twisted tale of the tardy submarines is particularly painful.

The plan was to have a dozen new subs in service by the end of the decade. At present, there will be (with a bit of luck) three or four of them in service by then. The procurement bureaucracy is still seeking a supplier for the second batch of six diesel-electric subs. This second six probably won’t even begin arriving by the end of the decade. It’s hard to say, although the defense procurement nabobs speak of “fast tracking” this project, but long-time observers not expecting speed.

There’s some urgency to all this because this year five of India’s 16 diesel-electric subs (10 Kilo and two Foxtrot class Russian built boats and four German Type 209s) were to be retired (some are already semi-retired because of age and infirmity). Because of the Scorpene delays, the Type 209s are being kept in service (but not allowed out to sea much) for several more years. That leaves India with 14 subs. But in the next year or so several of the older Kilos will reach retirement age. Thus, by the time the first Scorpene arrives in 2017, India will only have five or six working subs. India believes it needs at least 18 non-nuclear subs in service to deal with Pakistan and China.

Once upon a time, ministers of the crown would resign over cock-ups as blatant as the F-35 project

In Maclean’s, John Geddes illustrates why we are not as mature a society as we think:

It was painful to listen to Defence Minister Peter MacKay this afternoon as he faced repeated questions from reporters about whether he has any regrets about his handling of the government’s program to buy F-35 fighter jets.

Today’s news, not surprisingly, is that the problem-plagued Lockheed Martin fighter is only one of several jets whose costly tires the government will soon be kicking. And so pretty much everything MacKay has ever said about the necessity and inevitability of the F-35 procurement has proven to be dead wrong.

He might have made it easier to hear his answers without wincing had he just admitted to past mistakes. Failing that mature, obvious response, he might have clung to a fragment of dignity by resolving at least not to drag Canadian men and women in uniform into it.

But no. His couldn’t restrain himself. He couldn’t resist bringing up his concern for the troops when pointedly asked if he had any regrets about his past harsh words toward critics who raised what turned out to be entirely valid concerns about the F-35 program.

And another article from earlier this week from Andrew Coyne:

Yet, even now, MacKay and his officials are still trying to claim operating costs should not really be included, because “we’d have to spend that money anyway,” i.e. regardless of which plane was purchased, or even if we somehow hung onto the old CF-18s. This is interesting, but irrelevant. It’s useful to know how much more one plane would cost than another. But we also just need to know the cost, period. We don’t just need to compare the cost of one fighter jet with another. We also need to compare the benefits of spending a given sum on fighter jets, as a budget item, versus the other purposes to which the same money could be put: tanks, or health care, or cutting taxes.

And this brings us to the second reason this matters: because whatever the rules are, the government is obliged to follow them; because it knew what the rules are, and didn’t. I can understand why, in a way. There’s no doubt life-cycle costs can be misunderstood, or misrepresented, as if that $45.8-billion were just the acquisition cost, or as if it all came out of one year’s budget. But just because a rule is inconvenient does not entitle you to ignore it.

And even if one were inclined to excuse the initial deception, what is really inexcusable is the government’s subsequent refusal to back down, even when it was called on it, but rather to carry on spinning — as it did after the Parliamentary Budget Officer’s report, as it did after the (current) Auditor General’s report, as it is doing even today.

It has been that kind of month. More or less explicit repudiation of previous acts and stances has been the theme of the year-end for Stephen Harper and his colleagues. One of the questions we are left with is how Harper, notoriously a risk-averse, control-freak incrementalist, managed to leave hundreds of feet of skid marks around a bunch of big files.

Of course what happened is that times changed. The government’s costing of the F-35 was optimistic and short-term to begin with. Optimism worked out the way it usually does when you’re buying something big and untested. The old talking points grew stale, then ludicrous, and the government stuck with them until the government looked stale and ludicrous, and now it denies saying what it once said. None of this is a tragedy: the jets haven’t been bought, no purchase order has been cancelled, there is still time to choose a more realistic course. But it’s all been a bit awkward.

US Army’s JTRS program a poster child for development failure

It’s been eleven months now since the U.S. Army cancelled its 15 year effort to develop the JTRS (Joint Tactical Radio System). This program cost over $6 billion and has been a major embarrassment for the U.S. Department of Defense. Actually, JTRS still exists, on paper, but its goal, to provide better combat radios, has been accomplished by adopting civilian radios that do what the troops needed done and calling it JTRS. In the time the army spent working on JTRS some $11 billion was spent on buying more radios using existing designs, and a lot of off-the-shelf equipment incorporating stuff JTRS was supposed to do.

JTRS was yet another example of a military development project that got distracted, and bloated, trying to please everyone. There was, in a word, no focus. There’s been a lot of this in the last decade. That’s what killed the Comanche light attack helicopter, the Crusader self-propelled howitzer, FCS (Future Combat System), the Seawolf SSN, the DDG-1000 destroyer, B-2 bomber, F-22 fighters and several military space satellite projects. In all cases some of the technology developed was put to use in cheaper systems and sometimes a few of the cancelled systems were built (three Seawolfs, three DDG-1000s, 21 B-2s and 187 F-22s). These cancellations and cutbacks saved over half a trillion dollars. That goes a long way towards paying for projects that were not cancelled and are nearly half a trillion dollars over budget. But overall these failures were expensive and embarrassing.

JTRS, however, was the poster child of what usually goes wrong and how it impacts the combat troops. After all, radios are something personnel in all services use a lot. The main problem with JTRS was that the troops needed digital (for computer stuff) and analog (traditional radio) communications in one box and it had to be programmable, in order to handle new applications and the need to communicate with other radio types. That’s what JTRS was supposed to do but it never happened. The procurement bureaucracy and government contractors consumed over six billion dollars but never quite got anything useful out the door.

US admiral calls for more “trucks” and fewer “limousines”

The Economist reports on a recent article in the US Naval Institute’s Proceedings by Admiral Jonathan Greenert, chief of naval operations:

The “luxury-car” platforms designed in the last days of the cold war (and which still dominate much military procurement) have not adapted well to changes in security and technology, he says. Such platforms must always carry the sophisticated equipment to defeat a sophisticated foe. Yet much of this may be irrelevant to the navy’s typical missions in the past 20 years: counter-terrorism, anti-piracy, mine-clearing, maritime patrolling and carrier operations in support of counter-insurgency campaigns in Iraq and Afghanistan.

Given the cost of building new platforms and the need to keep them in service for 30 to 50 years or even longer, Admiral Greenert wants them to be more like “trucks”: with plenty of space and power to accommodate different payloads. Some of the Pentagon’s oldest platforms have turned out to be much better trucks than their successors.

Because of its sheer size, its reserve electrical power and its small number of integral systems, at least compared with newer aircraft-carriers, the 50-year-old USS Enterprise has proved more adaptable than modern, densely packed designs. Unlike them, it has the space, storage and power-generating capacity to carry new aircraft types and new systems.

The same is true of the stalwart B-52 bomber. It first flew 60 years ago. It is now expected to stay in service until 2045. Conceived as a strategic bomber after the second world war, it has been recast many times. It is now proving to be a cost-effective platform for the latest precision-guided “stand-off” weapons (meaning those fired from afar). It is also more dependable than any of its more advanced successors.

Another advantage of high-tech payloads over platforms stems from Moore’s law: the doubling of computer-chip speed every two years or less. This embarrasses military planners. Even their latest and fabulously expensive equipment often lacks the processing power of cheap consumer gadgets. It takes at least 15 years to bring a new ship or aircraft from design to completion. That can be eight or more cycles of Moore’s law.

Canada’s new Cyclone helicopters — already 4 years late — may not arrive for another 5 years

Canada’s long-promised fleet of new Sikorsky naval helicopters, already four years late and $300 million over budget, likely won’t be delivered and ready for combat for up to another five years, informed industry sources tell CBC News.

Last month, Connecticut-based Sikorsky missed its latest contract deadline to finish delivering 28 sleek, state-of-the-art Cyclone maritime helicopters to replace Canada’s aged fleet of increasingly unreliable Sea Kings, now nearing 50 years old.

In fact, delivery of the new choppers hasn’t even started.

As of last month, Sikorsky had only provided a couple of prototypes that have no military mission systems, and aren’t certified to fly over water or at night.

The two helicopters apparently spend most of their time on the tarmac at Shearwater Heliport at CFB Halifax as “training aids” for ground mechanics.

The machines are so incomplete the Canadian government refuses to accept them as an official delivery of anything in the contract.

What is it about helicopters in particular that makes it so difficult and so expensive for the Canadian government to acquire? Here’s the sad chronology:

  • In 1963, the CH-124 Sea King helicopter (a variant of the US Navy S-61 model) entered service with the Royal Canadian Navy.
  • In 1983, the Trudeau government started a process to replace the Sea Kings. That process never got far enough for a replacement helicopter to be ordered.
  • In 1985, the Mulroney government started a new process to find a replacement for the Sea Kings.
  • In 1992, the Mulroney government placed an order for 50 EH-101 Cormorant helicopters (for both naval and search-and-rescue operations).
  • In 1993, the Campbell government reduced the order from 50 to 43, theoretically saving $1.4B.
  • In 1993, the new Chrétien government cancelled the “Cadillac” helicopters as being far too expensive and started a new process to identify the right helicopters to buy. The government had to pay nearly $500 million in cancellation penalties.
  • In 1998, having split the plan into separate orders for naval and SAR helicopters, the government ended up buying 15 Cormorant SAR helicopters anyway — and the per-unit prices had risen in the intervening time.
  • In 2004, the Martin government placed an order with Sikorsky for 28 CH-148 Cyclone helicopters to be delivered starting in 2008 (after very carefully arranging the specifications to exclude the Cormorant from the competition).
  • Now, in 2012, we may still have another five years to wait for the delivery of the Cyclones.

Update: In the National Post, Kelly McParland tries to draw some useful conclusions from the longest-running Canadian comedy act:

If there is a solution to this farce it’s not easily identified. Canada desperately needs the helicopters and it is far too late to return once again to the drawing board. The blame is so widespread that politicians barely bother to bestir themselves to try: if Jean Chretien’s government hadn’t maliciously cancelled Brian Mulroney’s original 1992 purchase, a full decade might have been cut from the script, but there is no guarantee other mishaps wouldn’t have occurred. Ottawa’s only option now is to hound Connecticut-based Sikorsky relentlessly and mercilessly, recover every cent possible for its repeated failure to live up to its promises, and accept nothing less than full compliance with its contracted responsibilities.

The greater lesson lies in the nether world that surrounds military procurement. It’s a world where no promise can be accepted as reliable, no cost guarantee assumed to be binding, no contract treated as worth the paper it’s written on. The federal Conservatives should think long and hard on the Sea King saga as they push ever deeper into their own purchase of new fighter jets, whether the F-35 or otherwise. Prime Minister Stephen Harper would be well-advised to abandon his usual aggressive approach and tread warily. The uncertain costs, the shifting due dates, the obdurate insistence of the military mandarins on having their way, the determined stonewalling of the politicians : it has all the identifying markings of a Sea King re-make.

Update the second: On Facebook, Damian Brooks suggests that Kelly McParland is only able to see the humour because he hasn’t been close enough to the situation: “I’d be curious to know if McParland’s ever flown in one of our Sea Kings, with tranny fluid dripping down the fuselage, practicing autorotations ad nauseum (literally). I suspect not. If he had, I have a feeling he’d find the situation much more disgraceful and much less funny.” He also posted a link to this:

Confused about the F-35 program? Scott Feschuk will help you

No, really:

What exactly is an F-35?

It’s a new fighter jet being manufactured by Lockheed Martin. Its full name is the Joint Strike Fighter F-35 Lightning II. We probably shouldn’t be at all concerned that this sounds like something a little boy would name his tricycle.

What’s this got to do with Canada?

All the cool countries are getting F-35s, so we’re buying some too. In fact, our Department of National Defence wanted this hip new toy so badly that it structured the procurement process to ensure no other jet could win. In 2010, the Conservative government dutifully announced plans to purchase 65 F-35 fighters, at a cost of $9 billion. On one hand, that sounds like a lot of money, but on the other hand, why do you hate our troops, first hand?

Doesn’t $9 billion seem like a reasonable price for basically a whole new air force?

Did the government say $9 billion? It meant $15 billion, by which it actually meant $25 billion.

Wait — why have the numbers changed?

That meddling Auditor General of ours happened to notice that National Defence low-balled the total cost of the F-35 program by the teeny-tiny amount of ten thousand million dollars.

Defence Minister Peter MacKay said this was “a matter of accounting.” What he meant was that he and his cabinet colleagues were “a-counting” on Canadians not catching on to the fact they were concealing some $10,000,000,000 in costs.

That’s a lot of zeroes.

I’ll thank you not to refer to members of the federal cabinet that way.

Jack Granatstein calls for the heads of the deputy and associate deputy minister of defence

Jack Granatstein is very well respected as a military historian and analyst. His interpretation of the F-35 situation leads him to — in effect — call for the dismissal of people whose names are not generally being bandied about in the media:

Then let us look at the decision-making process in the Department of National Defence. Almost all the commentary in the media and Parliament has pointed fingers at the CDS, Gen. Natynzcyk. But he is only the military leader of the department, not the sole ruler. Co-equal to him — and, in fact, in most knowledgeable observers’ judgment substantially more than that — is the deputy minister, Robert Fonberg, in his post since 2007. The associate deputy minister materiel, responsible for all procurement projects, reports to Mr. Fonberg, and the deputy determines what his minister, Peter MacKay, and eventually the cabinet sees. The public messaging in the department is handled by the assistant deputy minister (public affairs), who also reports to Mr. Fonberg. The civilian defence bureaucrats truly wield the power.

The point is this: The uniformed officers of the department provide the best military advice they can. Sometimes they are incorrect; most times they pray they are right because they know their decisions will affect their comrades’ lives. But the estimates of costs, and the spin that has so exercised the Auditor-General, the media and the Opposition, are shaped and massaged by the deputy minister, in effect DND’s chief financial officer, who advises the minister of national defence.

No one comes out of the F-35 affair smelling like a rose. Mr. MacKay undoubtedly made mistakes in overselling the aircraft, and Gen. Natynzcyk likely did as well. But it would be a miscarriage of justice if these two lost their heads to the vengeful axe demanded by an aroused media, and the deputy minister and his civilian bureaucrats escaped unscathed.

The F-35 program is “Military Keynesianism”

Wayne K. Spear explains the ordinary and the extraordinary parts of a military procurement process, as illustrated by the F-35 project:

A straight-shooting bureaucrat will admit that procurement processes are often initiated with the final selection a foregone conclusion. If you know in advance what you need, and you furthermore know who’s most qualified to deliver, then formalities intended to promote transparency and accountability are at best inconveniences to circumnavigate — and every public servant knows well how to steer that ship. That this occurs regularly within the bureaucracy is an open secret.

The Joint Strike Force program, at the centre of which is a proposed purchase of F-35 fighters, introduces disturbing wrinkles to an otherwise unremarkable bureaucratic occurrence. On military matters I refer to the self-described “prolific Ottawa blogger” Mark Collins , who has been training his keen eye on this fiasco for years. At his site you’ll find links to a range of useful resources, for example a DND PowerPoint which makes it clear that military leaders chose the F-35 and only later manufactured the selection criteria. Again, not unusual in procurement. The department however did so on grounds no one has yet admitted, never mind defended. That’s only one of many problems.

Reviewing the Auditor General’s report and the media coverage of this issue, I infer that the F-35 achieved the status of a foregone conclusion for the following reasons. 1) Canada had invested millions of dollars into the F-35 program as early as the 1990s; 2) Lockheed Martin Aeronautics lobbied aggressively, and more effectively, than its rivals (and employed Prospectus Associates, a consultancy firm with the inner track to Defence Minister Peter MacKay); and 3) the F-35 series of fighters — although years from completion and with many important details unclear and ever-changing (including year of completion, engine cost, cost to maintain) — were the only “fifth generation” fighters on the table. As the Auditor General points out, fifth generation “is not a description of an operational requirement.” My own research suggests this phrase means something like ”Ooo!” — which is what I often say when I see a jet fighter in action.

It’s a given that the Royal Canadian Air Force needs to address the rapidly aging CF-18 fleet before 2020 (the estimated end-of-life for the current fighters). The choice had appeared to be simple: follow on our pre-existing development deal with a purchase of F-35 fighters. The problems were that the development schedule had slipped multiple times, the estimated costs had climbed and climbed again, and the technical “teething” issues were still promising longer delays and higher costs. Canada had intended to buy 65 aircraft — in my opinion at least 33% less than the RCAF actually needed — at a “fixed” cost.

The F-35 is still years away from being in service in any air force, there’s no way to be sure that the government’s budget will be enough to buy the minimum number of aircraft, and the CF-18 isn’t getting any younger.

We need (some) new fighter aircraft in the next eight years, but the F-35 is no longer the automatic choice to fill that role.

There’s another root problem, and it’s also to be found in the 2012 federal budget. This document superstitiously relies on the notion that everything the feds do creates jobs. Every spending initiative in the budget creates jobs. Every departmental trim, and every restraint, ditto. Having gone through the budget, I wonder if Mr. Flaherty thinks a job is created when he sneezes. At the same time I was reading the budget, I was reviewing the federal government’s 2010 F-35 sales pitch — which, coincidentally, was the DND’s and Lockheed Martin’s sales pitch. Again, it’s all about “industrial benefits.” Lo and behold: the F-35 program creates jobs!

One name for this line of argument is “Military Keynesianism,” the idea that a brilliant and effective way to create jobs and boost the economy is to give folks like Lockheed Martin billions of dollars of public money. In the 1980s, the American public heard many Pentagon procurement stories concerning $40 staplers and $200 hammers, all part of a federal stimulus effort which by 1988 had tripled the nation’s deficit. There are distinctions to be made between this and the present case. Nonetheless, these staplers and hammers came to my mind as I dug down into the bogus F-35 procurement process and my shovel chipped the Reagan-era bedrock.

David Akin: The F-35 fiasco is now a boondoggle

Nobody in the government or the Department of National Defence comes off well in this politico-techno-bureaucratic mess:

The acquisition process to replace our aging CF-18 fighter jets can now officially be proclaimed as the F-35 boondoggle.

In a damning report Tuesday, Auditor General Michael Ferguson said the whole process in which the Harper Conservatives decided to allocate at least $25 billion over the next 20 years to buy 65 F-35 Lightning II “fifth generation” fighter jets was gummed up by Department of National Defence bureaucrats — and possibly air force officers — who flat out lied to their political masters and to Parliament about the costs and risks associated with the program.

The only good news is we have not yet spent that $25 billion or signed any contracts.

Canada has generally been well served by the civil service (I grit my teeth to say that, as I’m not at all fond of big government), if only in comparison to other countries. One of the better inheritances from Britain is the (relatively) non-political, impartial bureaucracy. In this case, however, the bureaucracy has failed, and failed spectacularly:

But the politicians, like any prime minister or cabinet minister before them, has to be able to rely on the bureaucracy to give them the straight goods.

That did not happen.

Here’s Ferguson in his report: “National Defence told parliamentarians (last year) that cost data provided by U.S. authorities had been validated by U.S. experts and partner countries which was not accurate at the time. At the time of its response, National Defence knew the costs were likely to increase but did not so inform parliamentarians.”

In other words, DND bureaucrats lied. Full stop. Period.

Here’s another paragraph from Ferguson: “Briefing materials did not inform senior decision-makers, central agencies, and the Minister [of National Defence] of the problems and associated risks of relying on the F-35 to replace the CF-18.”

And another: “We found that the ministers of National Defence and Industry Canada and those ministers on the Treasury Board were not fully informed (in 2006) about the procurement implications.”

I’ve been less-than-fully-supportive of the F-35 acquisition, as a quick perusal of F-35 related posts will show, but this is now much more important than the question of what aircraft (if any) the RCAF will be purchasing. It’s now a case of finding out how deep the rot is in the DND and whether the RCAF actively aided the deception. If so, heads must roll.

“You’d have to be blind and deaf not to know how much this project has gone off the rails”

In the National Post, John Ivison explains why he thinks the new Auditor-General will have a field day examining the F-35 project:

Alan Williams is a retired assistant deputy minister, responsible for procurement at DND in the early years of the F-35 project, and recently he shared his thoughts on the shortcomings of the tendering process with the Office of the Auditor-General. “The whole process was twisted to suit the needs of the military, with the acknowledgment and support of ministers. It was totally unacceptable,” he said.

He thinks the government should write a new statement of requirement and put the whole project out to an open competition.

“You could run a competition today and have it done within two years,” he said. “You’d have to be blind and deaf not to know how much this project has gone off the rails.”

He said that in his experience, maintenance costs on sophisticated military equipment run at two to three times acquisition costs. He believes the eventual cost to taxpayers for the F-35s is likely to be $25- to $30-billion — double the current government estimate.

It’s quite possible that the F-35 purchase was a bad idea, and that the military rigged the competition from the start. Not inevitable, but possible. The criticism of the military procurement process in the article is a bit over-done, especially here in Canada where almost any military spending has to be assessed primarily for political advantage and regional distribution before the actual military benefit or value to the taxpayers is taken into account. Every major project’s specifications are “tweaked” to meet certain overriding criteria.

To oversimplify, if the item in question is available from two different suppliers that provide effectively the same function, tacking on a secondary requirement that only one of the suppliers can readily meet distorts the process to favour that supplier. It’s not usually that blatant, but if it happens when the item in question is as simple as network cable or packaging material or socks, you can be certain that it happens for multi-billion dollar purchases whose specifications are the size of paperback novels.

The economics of the military-industrial complex

Eisenhower was right: the military-industrial complex has the US government tight within its grip, and there’s no easy fix. Strategy Page has a useful overview:

For decades the U.S. Armed Forces has been having problems with rapidly growing (much greater than inflation) costs of weapons. Congress passes laws to try and cope and the laws are ignored. One example is the laws calling for accurate life-cycle costs (for development, manufacturer, and maintenance of weapons over their entire service life). A recent study found out that, despite laws calling for accuracy and consistency in these numbers, most manufacturers manipulated the data to make their systems look less expensive than they actually were. The Department of Defense is increasingly taking extreme measures in the face of this corruption and cancelling more and more very expensive systems. But the manufacturers continue to use smoke and mirrors to get new projects started and failed ones funded.

New weapons get approved because of another form of procurement corruption, the Low Ball Bid. Last year the U.S. Air Force demanded that defense contractors stop low balling, which in practice means submitting unrealistically low bids for new weapons (to make it easier for Congress to get things started) and then coming back for more and more money as “unforeseen problems” appear and costs keep escalating and delivery is delayed. Currently, procurement projects are about a third over budget and most items are late as well. Procurement of weapons and major equipment make up about a third of the defense budget. While this is expected to decline over the next decade, as defense budgets shrink, the problem also extends to upgrades and refurbishment of existing equipment.

The most intractable problem is the decades old contractor practice of deliberately making an unreasonably low estimate of cost when proposing a design. The military goes along with this, in the interest of getting Congress to approve the money. Since Congress has a short memory the military does not take much heat for this never ending “low ball” planning process.

Canada calls for a meeting of other countries buying the F-35 fighter

Just when you think the Canadian government is going to keep kicking the F-35 can down the road, meekly accepting the repeated delays, they suddenly make headlines:

Washington’s plan to further slow production of the F-35 Joint Strike Fighter is prompting Canada to convene a meeting with seven other international partners as the countries rethink their own orders for the stealthy new fighter jet.

Canada has committed to purchasing as many as 65 of the planes, but delays and shrinking orders threaten to drive up costs each country must bear for what is already the most expensive weapon system in history.

The Pentagon is restructuring the program for the third time in recent years; a move that will delay savings that would come from building more planes faster.

While I strongly doubt the Canadian government will pull out of the F-35 program — it’s been a key part of the Conservative defence plan — it’s a bit of a change to see them making waves about the delays and cost increases. Even if they eventually get some sort of a break on the final pricing, 65 aircraft are going to be too few to meet current needs but there’s little chance of the government increasing the funding to buy more.

Lockheed Martin Corp., the Pentagon’s No. 1 supplier, and U.S. officials who run the $382-billion US weapons program are anxiously preparing for a meeting in Australia in mid-March where the partners — Canada, Britain, Denmark, Norway, Italy, Australia, Turkey and the Netherlands — will outline their revamped procurement plans.

But Canada has tentatively scheduled a meeting of the partners at its embassy in Washington before the Australian meeting to get an update on the program and better coordinate their approach.

Each U.S. restructuring has consequences for the partners, which have already chipped in hundreds of millions of dollars for development of the fighter, which was sold as an affordable way to replace a dozen older jets in use around the world.

Canada’s plan to purchase up to 65 of the jets is based on a very specific timetable, and a slower ramp-up in production could force a tough decision between paying more per plane or extending the life of the country’s CF-18s. The government has estimated the jets would cost $16 billion, including maintenance. Others have pegged the cost at up to $30 billion.

The F-35 project “just seems like it’s slowly unravelling”

The latest in a long series of warnings about the spendy-and-getting-spendier-every-day F-35 Joint Strike Fighter project:

The Conservative government’s controversial F-35 jet fighter project, plagued by delays, cost overruns and now economic turmoil in Europe, is at growing risk of being sharply curtailed or shelved — the defence minister’s protestations notwithstanding.

“It just seems like it’s slowly unravelling,” said an industry insider who specializes in aircraft procurement. “It’s a mess.”

Peter MacKay has doggedly championed the Royal Canadian Air Force plan to purchase 65 “fifth-generation” Lockheed Martin Lightning stealth fighters to replace Canada’s aging fleet of CF-18s. Last week MacKay sought, with only limited success, to deflect reports that the first batch of planes built by Lockheed will be incapable of communicating in Canada’s far North.

This minister has a knack for projecting blithe confidence. But in this instance he is increasingly offside with other members of the cabinet and with the Prime Minister’s Office, sources familiar with the situation say.

“They expected a whole bunch of kudos for doing (the F-35),” said one. “They believed this was win-win, industrially, that everybody would be happy it has kind of crept in that it just ain’t so.”

Timer now started for how quickly Quebec forces Harper to override shipbuilding contract awards

The National Post editorial board has lots of nice things to say about the federal government’s attempt to take politics out of the huge shipbuilding contract process:

On Wednesday, the Tory government released its Solomonic decision regarding which shipyards will build $33-billion in new military and non-military vessels over the next two decades. The evaluation of bids for the largest government procurement contract since the Second World War was handled by senior bureaucrats, rather than cabinet ministers. Even the announcement of the winning contractors was made by Francois Guimont, the top civil servant from Public Works and Government Services, rather than his minister or the minister of National Defence, as would have been the case with past contracts of this magnitude.

Of course, that’s not to say there will be no political backlash from the decision. Irving Shipbuilding of Halifax will be given $25-billion to build new joint support ships, Canadian Surface Combatants — a sort of destroyer-frigate hybrid — and offshore patrol vessels capable of sailing off all three of Canada’s coasts — east, west and Arctic. Seaspan Marine of Vancouver will build science vessels for the Coast Guard and for the Fisheries department, plus icebreakers worth a total of $8-billion. That means Davie Shipyard in Levis, Que. was left without a major shipbuilding contract (though Davie is still eligible to bid on a further $2-billion contract to provide smaller government boats, such as Fisheries patrol vessels). It must have been tempting for the Tories to intervene in the contract-award process and toss Quebec a bigger bone. Their recent decision to expand the grasp of the official languages commissioner to several airlines, and their willingness to give new seats to Quebec in the House of Commons (despite the fact Quebec was not underrepresented there), just because Ontario, B.C. and Alberta were getting more, shows the Tories have become very concerned about their appeal to Quebec voters.

You can guarantee that many Quebec politicians will benefit for having yet another stick to beat the federal government with — this would be true in all scenarios except the one where the Quebec shipyard got both contracts. It would be an even better deal for the taxpayers (and perhaps even the Royal Canadian Navy) if the contracts hadn’t been restricted to Canadian shipyards: it wouldn’t fly politically, but it would almost certainly have been better bang for the billions of bucks.
