QotD: Fencing out the London poor

I see that the railings are returning — only wooden ones, it is true, but still railings — in one London square after another. So the lawful denizens of the squares can make use of their treasured keys again, and the children of the poor can be kept out.

When the railings round the parks and squares were removed, the object was partly to accumulate scrap-iron, but the removal was also felt to be a democratic gesture. Many more green spaces were now open to the public, and you could stay in the parks till all hours instead of being hounded out at closing times by grim-faced keepers. It was also discovered that these railings were not only unnecessary but hideously ugly. The parks were improved out of recognition by being laid open, acquiring a friendly, almost rural look that they had never had before. And had the railings vanished permanently, another improvement would probably have followed. The dreary shrubberies of laurel and privet — plants not suited to England and always dusty, at any rate in London — would probably have been grubbed up and replaced by flower beds. Like the railings, they were merely put there to keep the populace out. However, the higher-ups managed to avert this reform, like so many others, and everywhere the wooden palisades are going up, regardless of the wastage of labour and timber.

The Luftwaffe starts targeting civilian areas of London, the peoples of Eastern Europe switch country without moving houses, in occupied territory the population continues to be terrorized, and an end to the Chinese war that has been raging on for years now seems ever further away.

QotD: Racism in London during WW2

A few days ago a West African wrote to inform us that a certain London dance hall had recently erected a “colour bar”, presumably in order to please the American soldiers who formed an important part of its clientele. Telephone conversations with the management of the dance hall brought us the answers: (a) that the “colour bar” had been cancelled, and (b) that it had never been imposed in the first place; but I think one can take it that our informant’s charge had some kind of basis. There have been other similar incidents recently. For instance, I during last week a case in a magistrate’s court brought out the fact that a West Indian Negro working in this country had been refused admission to a place of entertainment when he was wearing Home Guard uniform. And there have been many instances of Indians, Negroes and others being turned away from hotels on the ground that “we don’t take coloured people”.

It is immensely important to be vigilant against this kind of thing, and to make as much public fuss as possible whenever it happens. For this is one of those matters in which making a fuss can achieve something. There is no kind of legal disability against coloured people in this country, and, what is more, there is very little popular colour feeling. (This is not due to any inherent virtue in the British people, as our behaviour in India shows. It is due to the fact that in Britain itself there is no colour problem.)

The trouble always arises in the same way. A hotel, restaurant or what-not is frequented by people who have money to spend who object to mixing with Indians or Negroes. They tell the proprietor that unless he imposes a colour bar they will go elsewhere. They may be a very small minority, and the proprietor may not be in agreement with them, but it is difficult for him to lose good customers; so he imposes the colour bar. This kind of thing cannot happen when public opinion is on the alert and disagreeable publicity is given to any establishment where coloured people are insulted. Anyone who knows of a provable instance of colour discrimination ought always to expose it. Otherwise the tiny percentage of colour-snobs who exist among us can make endless mischief, and the British people are given a bad name which, as a whole, they do not deserve.

In the nineteen-twenties, when American tourists were as much a part of the scenery of Paris as tobacco kiosks and tin urinals, the beginnings of a colour bar began to appear even in France. The Americans spend money like water, and restaurant proprietors and the like could not afford to disregard them. One evening, at a dance in a very well-known cafe some Americans objected to the presence of a Negro who was there with an Egyptian woman. After making some feeble protests, the proprietor gave in, and the Negro was turned out.

Next morning there was a terrible hullabaloo and the cafe proprietor was hauled up before a Minister of the Government and threatened with prosecution. It had turned out that the offended Negro was the Ambassador of Haiti. People of that kind can usually get satisfaction, but most of us do not have the good fortune to be ambassadors, and the ordinary Indian, Negro or Chinese can only be protected against petty insult if other ordinary people are willing to exert themselves on his behalf.

“We’ve reached peak identitarian bollocks”

Brendan O’Neill follows up on the disturbing story of two lesbians who were physically assaulted on a London bus:

Talk about ungrateful. Brits, and people around the world, offered empathy and solidarity to the two gay women who were battered by thugs on a London bus. And yet now one of the women has turned around and told us we only care about them because they are white. It’s only because they are “two attractive, white, cisgender women” that so many people and organisations gave a damn about them and tweeted about them, apparently. Thanks a bunch. We offer our human concern for your wellbeing and you tell us we’re being racist. We’ve reached peak identitarian bollocks.

The woman in question, who goes only by the name “Chris”, has written a piece for the Guardian. Natch. The intro lets us know what we’re in for: “The photo of me and my date went viral – but only as we’re white, feminine and cisgender.” Translation: you racist, transphobic idiots wouldn’t have cared half as much if this had been two bloodied and bruised black women or trans women. The “commodification” of “my face” came at the “expense of other victims whose constant persecution apparently does not warrant similar moral outrage”, says Chris.

What is most striking about her piece is that she flagellates herself for her privilege. Yes, this woman who last month was badly beaten allegedly on account of her sexuality is now beating herself up in the national press over her privileged identity. She says she has “evaded much of the violence and oppression imposed on so many others by our capitalist, white-supremacist, patriarchal system because of the privileges I enjoy by dint of my race, health, education, and conventional gender presentation”. What a strange, self-hating mindset it must take to be victimised for your sexuality and then to say: “God, I’m SO privileged.”

Chris even does us the service of providing a list of people who are far less privileged than her and who us phoney empathisers should finally start noticing. It is “open season”, she says, on “people of colour, indigenous people, transgender people, disabled people, queer people, poor people, women and migrants”. This is classic virtue-signalling. She is engaging in the Oppression Olympics while making it clear she doesn’t deserve any gold medals in said Olympics because she is white, educated, cisgender, etc. A masterclass in identitarian showboating.

Basil Fawlty’s “John Cleese” moment

Renowned English comedian Basil Fawlty had a thinko the other day when he (accidentally?) tweeted in the character of noted racist, sexist, white supremacist, homophobe, transphobe, neo-Nazi, etc., etc., “John Cleese”:

Arthur Chrenkoff somehow mistakes the actor for his character (because no real life person like “John Cleese” could possibly exist in post-Cool Brittania, could they?).

As you can imagine, this sentiment didn’t go down very well. The mayor of London, Saddiq Khan, tweeted back “These comments make John Cleese sound like he’s in character as Basil Fawlty. Londoners know that our diversity is our greatest strength. We are proudly the English capital, a European city and a global hub.” Don’t mention the culture war, I guess. Needless to say, various other worthies have joined in to chide Cleese, including questioning what is Englishness anyway?

That’s a good question. Cleese no doubt had in mind the ethnic English, or people who come from the Anglo-Saxon or at least the Anglo-Celtic stock and heritage, who for the great majority of the past millennium and more have constituted the great, if not the overwhelming, majority of the inhabitants of England, and who, again over the course of centuries, have created what we know and understand as the English culture, tradition and institutions. Yes, there have always been migrants arriving and contributing to the mix – Normans, French Huguenots, Jews – but they have been relatively small in number and by and large ethnically and culturally similar. But Cleese’s definition is increasingly at odds with the post-nation state view of belonging. As TV presenter Anila Chowdhry replied to the Monty Python alumnus, “John Cleese, your comment is not only ironic as you live in the Caribbean, but it fails to recognise the benefits of multiculturalism AND that people of different colour in London may actually be English too! I was born & bred in England. I’m brown, English & proud. #ThisIsMyHome”, which of course can be true too, if anything as a legal and cultural matter. This is also coincidentally while it is easier to “become” an American or an Australian or another -an of one of the historically migrant countries where the “-anness” is built on shared civic ideas rather than ethnicity.

(For the record, over 40 per cent of London residents have been born overseas, which is one of the highest proportions in the world, and if you consider major cities, over one million in population, only Toronto, Sydney and Melbourne have more first-generation migrants. Whatever you think, and whatever you think of it, the London of today is certainly not the London of Cleese’s childhood or even his middle age.)

A debate on the impact of Brutalism on British cities

In Prospect magazine, James Stevens Curl and Barnabas Calder disagree on how Brutalist architecture has influenced destroyed urban areas in so many British cities. This is Curl’s opening salvo:

Visitors to these islands who have eyes to see will observe that there is hardly a town or city that has not had its streets — and skyline — wrecked by insensitive, crude, post-1945 additions which ignore established geometries, urban grain, scale, materials, and emphases.

Such structures were designed by persons indoctrinated in schools of architecture in ways that made them incapable of creating designs that did not cause immense damage and offend the eye, the sensibilities, and the spirit. Harmony with what already exists has never been a consideration for them, as it was not for their teacher: following the lead of “Le Corbusier” (as Swiss-French architect Charles-Édouard Jeanneret called himself), they have, on the contrary, done everything possible to create buildings incompatible with anything that came before. It seems that the ability to destroy a townscape or a skyline was the only way they have been able to make their marks. Can anyone point to a town in Britain that has been improved aesthetically by modern buildings?

Look at the more recent damage done to the City of London, with such crass interventions as the so-called “Walkie-Talkie” (which, through its reflectivity, has caused damage on the street below), or the repellent stuff inflicted on several cities by the infamous John Poulson and some of his bent cronies (from the 1950s until they were jailed in 1974). Quod erat demonstrandum.

How has this catastrophe been allowed to happen? A series of totalitarian doctrinaires reduced the infinitely adaptable languages of real architecture to an impoverished vocabulary of monosyllabic grunts. Those individuals rejected the past so that everyone had to start from scratch, reinventing the wheel and confining their design clichés to a few banalities. Today, form follows finance, when modern architecture is dominated by so-called “stars,” and becomes more bizarre, egotistical, unsettling, and expensive, ignoring contexts and proving stratospherically remote from the aspirations and needs of ordinary humanity. Their alienating works, inducing unease, are, without exception, inherently dehumanising and visually repulsive.

“The haggis croquette is the most London-thing ever done in London”

At the IEA, Andy Mayer reports on the first attempted Burns Night Supper in the City of London:

Haggis is a traditional Scottish dish made with sheep’s heart, liver and lungs, and stomach (or sausage casing); onion, oatmeal, suet, and spices. It’s either a local delicacy or an elaborate joke played on the English (take your pick).

Last week the City of London held their first attempt at a Burns night supper, with the First Minister and representatives of the Scottish Government as guests of honour.

It is a difficult tradition to get wrong. Largely it requires steaming piles of Scotland’s revenge on the sausage, poetry that the English politely pretend to understand while feeling vaguely threatened, and bonhomie to overcome it, enabled through litres of distillate infused with the flavour of an entire peat bog.

The City served haggis croquettes, with wine.

There’s possibly a Glaswegian satirist somewhere who’s just given up. “Ach I canne compete. The sassenach dough-monkeys just served wee Nicola a haggis croquette, on Rabbie Burns night! I’m breaking-me pen.”

Meanwhile in Shoreditch two Millenials have just set up the Haggis Croquette Cafe, serving Organic Iron-Bru made from recycled plastic girders. The haggis croquette is the most London-thing ever done in London.

I spent much of the evening talking to trade officials. Their job is to sell Scottish opportunity around the world and open up its markets.

This was interesting – how would descendants of Adam Smith visiting the birthplace of trade economist David Ricardo define their comparative advantage? What can Scotland do better than anyone else? What might they do well enough that they can carve out positions, despite larger rivals, better off leaving such things to Scotland? Fundamentally, how are they going to compete?

There was an uneasy pause after these questions. And then to paraphrase, “Oh no, we don’t want to compete, we want to cooperate! With everyone! Not being threatening, that’s our advantage!”

I feel very sure that Smith, on hearing this, would have reached out, to extend the invisible hand of history across time, to give this official a mild slap. “Encouraging competition, with and from other places, and then getting out of the way, is the whole point”, he might say.

A gruesome experiment in determining the actual need for social housing

Tim Worstall discusses an aspect of the terrible Grenfell Tower fire in London that I hadn’t considered:

That the Grenfell Tower fire was a tragedy is obvious. That lessons need to be learned is equally so. At which point, OK, which lessons would we like to learn? One that would be useful is to work out how much of social housing in London – for that’s what the evidence allows us to estimate – is illegally sublet. Or, as we might also put it, how much social housing in London is not actually needed as social housing?

For sublets are, by their nature, at something close to market rents, the difference between those and the social rents being pocketed by those doing the renting out.

No, we don’t know and that might be just because we’ve not been paying the detailed attention required. But it’s also something we tend to think will have been glossed over in investigations into the events. Something that perhaps should not have been glossed over – if indeed it has.

[…] The thought that a place, in the centre of London, where we could house – safely perhaps this time – several hundred people not be used to house several hundred people? We have a housing shortage or not?

However, it’s the insight into that larger question that interests. We know that some amount of social (and or council) housing in London is illegally sublet. The very fact that it is shows that it’s not needed. Those who are paying the landlord a reduced rent clearly don’t need the property as they’re not living in it. Those paying the near market rents don’t need social housing as they’re paying near market rents. Thus subletting shows that the entire structure of – at least in that instance – the social rent isn’t necessary.

So, how prevalent is it? We know that some of it occurred at Grenfell. We’ve all admitted it, clearly, for we’ve not insisted that only those on the tenants’ listing are those who should be granted aid for having had their home burned down. So, we know there’s some. So, how much?

It’s unlikely that we’ve as much information on this concerning any other building in the country. Thus this is an excellent place to actually conduct such research.

“Red Ken” leaves the Labour Party

The former Lord Mayor of London resigned from the British Labour Party earlier this week:

Ken Livingstone resigned from the Labour Party yesterday. Allegations of anti-Semitism, following his comments about Hitler supporting Zionism, had, he said, become a distraction. Indeed, his ongoing membership of the party had become a particular problem for Labour leader Jeremy Corbyn, his friend and ally, whose leadership has been dogged by the suggestion that he is soft on left anti-Semitism. Nevertheless, Livingstone’s resignation is a cruel end to a career that saw him twice govern London as mayor, earn a reputation for radicalism, and play a decisive part in the development of the policy of ‘equal opportunities’ at work.

He was elected to represent Norwood on the Greater London Council (GLC) in 1973. He became head of the GLC in 1981, until it was abolished by the Conservative government in 1986. In 2000, when the Labour government created the Greater London Authority, and a new elected mayoral position, Livingstone was blocked by the party hierarchy from standing. Instead he ran as an independent and won. Later he was re-elected as a Labour candidate and held the position until he was defeated by Boris Johnson in 2008.

In the 1980s, Livingstone was one of the left-wingers who took control of London boroughs after Labour lost control of central government. Seeing that the old alliance of trade unions and Labour was no longer successful in rallying voters, Livingstone set about mobilising other constituencies. As had been trialled in Lambeth council by Ted Knight and Herman Ouseley, Livingstone set up a race-relations unit at the GLC, with a special remit to address discrimination in the recruitment of its workforce.

With similar policies extended to women’s employment, and later to the employment of lesbian and gay employees and those with disabilities, the GLC policy formed the archetype for the equal-opportunities policies that are today ubiquitous.

Livingstone has certainly given his opponents a lot of ammunition. He defends a view of Zionism as a collaboration with Nazism that loses sight of the difference between the two. He could claim that it is not his historical thesis, but one supported by such writers as Lenni Brenner. Still, more than a few people have noticed that Livingstone seems a bit stuck on this claim, in a way that suggests he might relish provoking Jewish activists and journalists.

Nevertheless, there is a lot of bitter resentment held by more moderate Labour supporters about the way that the left of the party has berated them over questions of racial justice over the years. And so the issue of anti-Semitism has become a means for some of them to get some payback by denouncing Livingstone’s supposed anti-Semitism.

Many of those denouncing Livingstone today are seeking to paint him – and, by connection, Corbyn’s team – as hopelessly anti-Semitic. In doing so they appear indifferent to the debt they owe to Livingstone for the development of equal-opportunities policies, whose very logic they are using to denounce an enemy for his improper expressions.
