Thomas Sowell on the “Fairness Fraud”

It’s become endemic in political discourse — the “fairness” argument. Thomas Sowell explains why it’s a fraud:

During a recent Fox News Channel debate about the Obama administration’s tax policies, Democrat Bob Beckel raised the issue of “fairness.”

He pointed out that a child born to a poor woman in the Bronx enters the world with far worse prospects than a child born to an affluent couple in Connecticut.

No one can deny that. The relevant question, however, is: How does allowing politicians to take more money in taxes from successful people, to squander in ways that will improve their own reelection prospects, make anything more “fair” for others?

To ask whether life is fair — either here and now, or at any time or place around the world, over the past several thousand years — is to ask a question whose answer is obvious. Life has seldom been within shouting distance of fair, in the sense of even approximately equal prospects of success.

Countries whose politicians have been able to squander ever larger amounts of a nation’s resources have not only failed to make the world more fair, the concentration of more resources and power in these politicians’ hands has led to results that were often counterproductive at best, and bloodily catastrophic at worst.

More fundamentally, the question whether life is fair is very different from the question whether a given society’s rules are fair. Society’s rules can be fair in the sense of using the same standards of rewards and punishments for everyone. But that barely scratches the surface of making prospects or outcomes the same.

You can’t blame declining rates of marriage on poverty

Bryan Caplan explains:

I’m baffled by people who blame declining marriage rates on poverty. Why? Because being single is more expensive than being married. Picture two singles living separately. If they marry, they sharply cut their total housing costs. They cut the total cost of furniture, appliances, fuel, and health insurance. Even groceries get cheaper: think CostCo.

These savings are especially blatant when your income is low. Even the official poverty line acknowledges them. The Poverty Threshold for a household with one adult is $11,139; the Poverty Threshold for a household with two adults is $14,218. When two individuals at the poverty line maintain separate households, they’re effectively spending 2*$11,139-$14,218=$8,060 a year to stay single.

But wait, there’s more. Marriage doesn’t just cut expenses. It raises couples’ income. In the NLSY, married men earn about 40% more than comparable single men; married women earn about 10% less than comparable single women. From a couples’ point of view, that’s a big net bonus. And much of this bonus seems to be causal.

If being single is so expensive, why are the poor far less likely to get married and stay married? I’m sure you could come up with a stilted neoclassical explanation. But this is yet another case where behavioral economics and personality psychology have a better story. Namely: Some people are extremely impulsive and short-sighted. If you’re one of them, you tend to mess up your life in every way. You don’t invest in your career, and you don’t invest in your relationships. You take advantage of your boss and co-workers, and you take advantage of your romantic partners. You refuse to swallow your pride — to admit that the best job and the best spouse you can get, though far from ideal, are much better than nothing. Your behavior feels good at the time. But in the long-run people see you for what you are, and you end up poor and alone.

Tyler Cowen comments on the first part of Caplan’s post:

More plausibly it is the rise in female income (among other factors, including the rise of birth control, […]) which is behind the decline in marriage, but that doesn’t fit with traditional mood affiliation, which finds the rise in female income to be good (which it is), and the decline in marriage to be — neither good nor bad per se but not exactly worth celebrating. If you can blame capitalism and wage stagnation for the decline of the family among lower earners, so much the better for ideology but as a sociological proposition that is a very weak hypothesis (do you see convincing links to real sociological evidence, showing this to be the dominant factor? No) and as Caplan shows it doesn’t fit with the economics either.

A call to reform the welfare state … from the pages of the Guardian

Brendan O’Neill links to Liam Byrne’s column in the Guardian, suggesting not only is Byrne right, but that he doesn’t go far enough:

The Left won’t thank him for it, but in the Guardian Liam Byrne has tried to kickstart a potentially interesting debate about the welfare state. For many well-off Liberal commentators — who, notably, have no interaction with the welfare state, except in the sense that buddies of theirs probably manage huge chunks of it for a fat wage packet — the welfare state is a sacred thing and criticism of it is the equivalent of blasphemy. Yet Byrne surely has a point when he says the welfare state is in need of “radical reform” and we should seriously explore how to get “communities working again”. Indeed, I would go further and say that the expansion of the welfare state into more and more areas of less well-off people’s lives is one of the worst developments of recent years, seriously zapping resourcefulness and social solidarity from working-class communities.

Byrne’s mistake is that he seems motivated by a narrow desire to save the state money. The financial cost of social welfare is “simply too high”, he says, and we should “bring down [the] benefits bill to help pay down the national debt”. That is a Scrooge’s approach to the problem of the welfare state. The really terrible cost of ever-expanding welfarism is measured not in cash, but in the impact welfarism has on working communities, on those who have been made increasingly reliant upon the charity, largesse and therapeutic meddling of the massive and monolithic welfare machine. Relentless financial and therapeutic intervention by the state into poor people’s lives has, not surprisingly, had a pretty devastating impact both on social interaction and individual aspiration.

When people come to be more reliant on the state than they are on each other, community bonds fray and social solidarity falls into disrepair. When the struggling mum looks to the state for help, rather than turning to family, friends, neighbours, the end result is that she becomes more isolated from her community. When a 17-year-old school student short of cash turns to the state for a weekly handout, he never really develops skills of self-sufficiency or dependency on friends and neighbours.

Presenting the good news as bad news, New York Times-style

Walter Russell Mead has a textbook example of finding the cloud to every silver lining in the pages of the New York Times:

A worthless desert in South Africa, largely inhabited by drought-stricken sheep and a handful of marginal farmers, turns out to contain rich natural gas reserves that could bring a new wave of economic growth to South Africa and provide huge numbers of well paying jobs for poorly educated workers.

The New York Times, of course, is wringing its elegantly manicured hands. And why not? The soil of the Karoo desert is “fragile,” and the extraction of the natural gas will involve fracking. What will happen to the sheep?

The Times finds a local farmer who is worried about exactly that.

    “If our government lets these companies touch even a drop of our water,” [the farmer] said, “we’re ruined.”

Ruined! By wicked natural gas companies feeding the world’s hydrocarbon addiction. The farmer in question has a herd of 1400 sheep. (It was 2000 last year before a drought forced the slaughter of 600.) One somehow suspects that the farmer will find some other way to make money when the district becomes a major gas producing center. And, worst case, roughnecks eat a lot of meat.

That the Times chooses the lonesome shepherd to lead off one of the best good news stories around these days speaks volumes about the gloomy Gus mindset at the Paper of Record. Why can’t this be a good news story? Will a gas boom save South African democracy, for example? Will new economic opportunities transform the lives of tens and possibly hundreds of thousands of poor black South Africans? Will the huge increase in South Africa’s natural gas supply reduce the country’s carbon footprint? Is there anything in the geology to suggest that other poverty stricken parts of Africa might also be similarly blessed? How are local leaders planning the spend the windfall: better schools? better hospitals?

“‘Sustainable Development’ is just an airy-fairy moonbeam fantasy”

So other than sunlight, wind, and rainbows … just what is sustainable development supposed to be built of? Cell phones are one of the most revolutionary tools of development … but we are depriving future generations of nickel and cadmium in doing so. That’s not sustainable.

Here’s the ugly truth. It’s simple, blunt, and bitter. Nothing is sustainable. Oh, like the sailors say, the wind is free. As is the sunshine. But everything else we mine or extract to make everything from shovels to cell phones will run out. The only question is, will it run out sooner, or later? Because nothing is sustainable. “Sustainable Development” is just an airy-fairy moonbeam fantasy, a New Age oxymoron. In the real world, it can’t happen. I find the term “sustainable development” useful for one thing only.

When people use it, I know they have not thought too hard about the issues.

Finally, there is an underlying arrogance about the concept that I find disturbing. Forty percent of the world’s people live on less than $2 per day. In China it’s sixty percent. In India, three-quarters of the population lives on under $2 per day.

Denying those men, women, and especially children the ability to improve their lives based on some professed concern about unborn generations doesn’t sit well with me at all. The obvious response from their side is “Easy for you to say, you made it already.” Which is true. The West got wealthy by means which “sustainable development” wants to deny to the world’s poor.

Megan McArdle: There is no “quick fix” for poor communities

If the “nudge” notion of government worked, it’d be pretty creepy:

If poor people did the stuff that middle class people do, it’s possible — maybe probable — that they wouldn’t be poor. But this is much harder than it sounds. As John Scalzi once memorably put it, “Being poor is having to live with choices you didn’t know you made when you were 14 years old.” Which often means, he might have added, spending your whole life doing the sort of jobs that middle class people sometimes do when they’re 14. It isn’t that people can’t get out of this: they do it quite frequently. But in order to do so, you need the will and the skill — and the luck — to execute perfectly. There is no margin for error in the lives of the working poor.

And some problems are collective problems. It’s all very well to say that poor women shouldn’t have kids unless they can find a solid man to help raise them. (And I agree that this is a superior strategy). But men with solid jobs are rather scarce in many poor communities, not least because we’ve imprisoned so many of them. What you’re asking poor women to do is actually, for most of them, to not have babies. This is an easy edict to deliver from a comfortable middle class home where you have all the kids you want. It probably sounds pretty shitty, however, to the poor women who you are blithely commanding to spend their lives alone.

What I am struggling to say is that however much those choices are now inflected by what went before — and the problems of other people in their families and communities — they are choices. We understand that the middle class girl I grew up with is driving her situation by behavior that is probably not very amenable to outside influence. Why do we assume that people who grew up poor are somehow more pliable simply because similar choices are influenced by decades of generational poverty?

As adults they are the products of everything that has happened to them, and everything that they have done, but they are also now exercising free will. If you assume you know the choice they should make, and that there is some reliable way to entice them to make it, you’re imagining away their humanity, and replacing it with an automaton.

Having higher wage jobs available would give people more money which would be a good thing, and it would solve the sort of problems that stem from a simple lack of money. But it would not turn them into different people.

Public policy can modestly improve the incentives and choice sets that poor people face — and it should do those things. But it cannot remake people into something more to the liking of bourgeois taxpayers. And it would actually be pretty creepy if it could.

Debunking memes: the Gini co-efficient as a spark for rioting

Theodore Dalrymple shows that the widespread habit of journalists in Britain to attempt to attribute the root cause of August riots to the Gini co-efficient fails the common-sense test:

An August feature story on the riots in Time offered a particularly striking example. The author suggested that to understand the riots, we should start with “something called the Gini co-efficient, a figure used by economists to indicate how equally (or unequally) income is distributed across a population.” In this traditional measure, the article notes, Britain fares worse than almost every other country in the West.

This little passage is interesting for at least two reasons. First is the unthinking assumption that more equality is better; complete equality would presumably be best. Second is that the author apparently did not think carefully about the table of Gini coefficients printed on the very same page and what it implied about his claim. Portugal headed the list as the most unequal of the countries selected, with a 0.36 coefficient. Next followed the U.K. and Italy, both with a 0.34 coefficient. Toward the bottom of the list, one found France, with a 0.29 coefficient, the same as the Netherlands. Now, it is true that journalists are not historians and that, for professional reasons, their time horizons are often limited to the period between the last edition of their publication and the next. Even so, one might have expected a Time reporter to remember that in 2005 — not exactly a historical epoch ago — similar riots swept France, even though its Gini coefficient was already lower than Britain’s. (Having segregated its welfare dependents geographically, though, France saw none of its town or city centers affected by the disorder.)

As it happened, when I read the Time story, I had an old notebook with me. In it, among miscellaneous scribblings, was the following list, referring to the riots in France and made contemporaneously:

    Injured 126
    Dead 1
    Police involved 11,200
    Average number of cars burned per day before riots 98

And all this with a Gini coefficient of only 0.29! How, then, could it have happened? It might also be worth mentioning that the Netherlands, with its relatively virtuous Gini coefficient, is one of the most crime-ridden countries in Western Europe, as is Sweden, with an even lower Gini coefficient.

Brendan O’Neill: Beware of “the poor”

Not the people who are poor, the imaginary construct of the underclass:

I think we should always be very sceptical whenever we hear the phrase ‘the poor’. And we should be super-sceptical whenever we hear the phrase ‘the underclass’.

Because I can guarantee you that every time you hear those phrases, you will discover far more about the person doing the talking than you will about the people being talked about. You will discover far more about the speaker’s own fears and prejudices than you will about the lived experiences or morality of those cash-strapped sections of society.

In no other area of public life does anecdotage trump evidence as fantastically as it does in discussions about ‘the poor’. In no other area of political debate is it so acceptable to marshal rumour and hearsay to your cause as it is in debates about the underclass or the residuum or whatever we’re calling it these days.

Of course, there is such a thing as ‘poor people’ — people who have less money than you. But there isn’t really such a thing as ‘the poor’, meaning a whole swathe of society who allegedly share the same degraded morality and who are all promiscuous and fond of booze and so on. I think the service that ‘the poor’ provide for the political and chattering classes today is as a kind of fodder for moralism, a kind of endless pit of anecdotes and horror stories that are used to motor moralistic campaigns and moralistic commentary.

Time and again, across the political spectrum, from the conservative right to the radical left, people cite ‘the poor’ and their depraved antics as a way of promoting their own prejudices. ‘The poor’ have become a kind of vast political library for politicians and opinion-formers, who go in, borrow an anecdote or a horrible image, and then use it to push their narrow political agendas.

The unreliability of this library, the fact that it is little more than a gallery of imaginary horrors that the chattering classes pilfer from, was brilliantly summed up in a recent Conservative Party report which claimed the following: ‘In the most deprived areas of England, 54 per cent are likely to fall pregnant before the age of 18.’ Actually, it’s not 54 per cent but 5.4 per cent. But decimal points don’t matter when your aim is simply to paint a picture of doom designed to make you look morally upstanding in contrast to the immoral poor.

Questioning the “income inequality” argument

James Pethokoukis doesn’t find the income inequality talk particularly convincing, and has a few reasons why:

Sorry, the story just doesn’t hold together. According to left-wing think tanks, columnist and bloggers — and, of course, the Occupy Wall Street radicals — the top 1 percent have been exploiting the 99 percent for decades. The rich have been getting richer at the expense of the middle class and poor.

Really? Just think for a second: If inequality had really exploded during the past 30 to 40 years, why did American politics simultaneously move rightward toward a greater embrace of free-market capitalism? Shouldn’t just the opposite have happened as beleaguered workers united and demanded a vastly expanded social safety net and sharply higher taxes on the rich? What happened to presidents Mondale, Dukakis, Gore, and Kerry? Even Barack Obama ran for president as a market friendly, third-way technocrat.

Nope, the story doesn’t hold together because the financial facts don’t support it. And here’s why:

5. Set all the numbers aside for a moment. If you’ve lived through the past four decades, does it really seem like America is no better off today? It doesn’t to Jason Furman, the deputy director of Obama’s National Economic Council. Here is Furman back in 2006: “Remember when even upper-middle class families worried about staying on a long distance call for too long? When flying was an expensive luxury? When only a minority of the population had central air conditioning, dishwashers, and color televisions? When no one had DVD players, iPods, or digital cameras? And when most Americans owned a car that broke down frequently, guzzled fuel, spewed foul smelling pollution, and didn’t have any of the now virtually standard items like air conditioning or tape/CD players?”

No doubt the past few years have been terrible. But the past few decades have been pretty good—for everybody.

“Fairtrade locks many Africans into non-mechanised, back-breaking cheap labour”

The feel-good virtue implied in the Fairtrade label is actually a deal with the devil for the poor farmer, says Tim Black:

The purpose of the Fairtrade Foundation, we are told, is to guarantee that the producer gets a good deal. The Fairtrade-labelling system, then, is meant to assure us that, when we buy something with the Fairtrade logo, the producers get a better cut of the cash than they would do otherwise. So we effectively pay a little bit more — hence the price premium — to feel a whole lot better about our purchases. Or at least that’s the theory.

But as researchers pointed out earlier this year, the actuality of Fairtrade is not quite as easy on the self-regarding eye of ethical shoppers as the Fairtrade Foundation would have us believe. For a start, it has been suggested that only 25 per cent of the premium price paid for Fairtrade products reaches the producers. Not only that, already-poor farmers actually have to pay to join up to the Fairtrade scheme. And in doing so, they also have to ensure that their business meets certain requirements, whether it is in their long-term interests or not.

And here we come to the main problem. The Fairtrade Foundation demands certain things of the producers if they are to be accepted on to the scheme. For example, producers have to employ what the Fairtrade Foundation deems to be ‘environmentally sound agricultural practices’ and, to qualify as small producers, they have to ‘rely mainly on their own or their family’s labour’. It’s almost cruelly ironic: while champions of Fairtrade claim it is freeing producers from the exploitative relations of the market, it simultaneously ties them into the oppressive and exploitative moral relations of ‘us’ and ‘them’. They have to stick to the letter of ‘our’ vision of the world, in all its sustainable, anti-growth glory. That is, in exchange for a marginally better deal on the market, producers have to adhere to what the Fairtrade Foundation deems to be the right way of farming or harvesting.

This effectively condemns producers desperate for a bit more cash to a low level of material and economic development. In the Fairtrade vision of production, you can forget about the large-scale industrialised production of cocoa; you can forget about the crop-protecting usage of pesticides. What Fairtrade insists upon instead is small-scale cottage industry free of anything that looks too modern, let alone chemical. As Patrick Hayes noted on spiked a couple of years ago, citing a WORLDwrite film called The Bitter Aftertaste, Fairtrade locks many Africans into non-mechanised, back-breaking cheap labour ‘as they cull weeds by hand rather than being able to destroy them with chemicals’.

So while Fairtrade might make us feel good when shopping, it does nothing of the sort for those doing the producing. Which is something to bear in mind when enjoying a bag of non-Fairtrade Skittles.

Brendan O’Neill refutes some of the theories on what underlying causes are motivating the London riots:

Many commentators are on a mission to contextualise the riots that have swept parts of urban London and other British cities. ‘It’s very naive to look at these riots without the context’, says one journalist, who says the reason the violence kicked off in the London suburb of Tottenham is because ‘that area is getting 75% cuts [in public services]’. Others have said that the political context for the rioting is youth unemployment or working-class anger at David Cameron’s cuts agenda. ‘There is a context to London’s riots that can’t be ignored’, said a writer for the Guardian, and it is the ‘backdrop of brutal cuts and enforced austerity measures’. The ‘mass unrest’ is a protest against unhinged capitalism, apparently.

These observers are right that there is a political context to the riots. They are right to argue that while the police shooting of young black man Mark Duggan may ostensibly have been the trigger for the street violence, there is a broader context to the disturbances. But they are wrong about what the political context is. Painting these riots as some kind of action replay of historic political streetfights against capitalist bosses or racist cops might allow armchair radicals to get their intellectual rocks off, as they lift their noses from dusty tomes about the Levellers or the Suffragettes and fantasise that a political upheaval of equal worth is now occurring outside their windows. But such shameless projection misses what is new and peculiar and deeply worrying about these riots. The political context is not the cuts agenda or racist policing — it is the welfare state, which, it is now clear, has nurtured a new generation that has absolutely no sense of community spirit or social solidarity.

What we have on the streets of London and elsewhere are welfare-state mobs. The youth who are ‘rising up’ — actually they are simply shattering their own communities — represent a generation that has been more suckled by the state than any generation before it. They live in those urban territories where the sharp-elbowed intrusion of the welfare state over the past 30 years has pushed aside older ideals of self-reliance and community spirit. The march of the welfare state into every aspect of less well-off urban people’s existences, from their financial wellbeing to their childrearing habits and even into their emotional lives, with the rise of therapeutic welfarism designed to ensure that the poor remain ‘mentally fit’, has helped to undermine such things as individual resourcefulness and social bonding. The anti-social youthful rioters look to me like the end product of such an anti-social system of state intervention.

The “food desert” theory of US obesity

In short, it fails to explain the phenomenon:

Policymakers are scrambling to find a solution to our growing waistlines. Some are targeting America’s “food deserts” — areas lacking in grocery stores.

As first lady Michelle Obama explained last March, “families wind up buying their groceries at the local gas station or convenience store, places that offer few, if any, healthy options.”

The U.S. Department of Agriculture defines a food desert as a low-income census tract where a large number of residents are more than a mile from a grocery store.

By this definition, 13.5 million Americans are supposedly McVictimized by food deserts. That’s less than 4.5 percent of the U.S. population, yet roughly two-thirds of Americans are overweight or obese.

You don’t need a Ph.D. in mathematics to understand that food deserts are, at best, a very small aspect of a vast problem.

QotD: Who’s more smug than Bono? The “Bono Pay Up” protesters

[T]he Bono Pay Up lobby, far from challenging Bono’s gobsmackingly paternalistic attitude towards Africa, is encouraging him to put his money where his mouth is. Its message is effectively: Stop talking about saving Africa and go out and actually save it! The campaign group claims that it is because of individuals like Bono, who export bits of their business overseas in order to avoid paying high taxes at home, that Africa is a mess. Some of that tax could be used for the foreign aid budget, you see. Not only is this a spectacularly naïve view of the massive structural problems facing underdeveloped nations in the Third World — as if their woes could be magically fixed by Bono and others stumping up a bit more tax — but it also suggests, explicitly, that it is up to rich white men to save downtrodden Africa.

According to Bono Pay Up, if Bono paid his taxes in a more “ethical” fashion, he could help to alleviate “suffering in the developing world”. Unless the protesters succeed in shifting Bono’s personal habits, “the poor will always be with us”, they claim. In short, all it takes for the poor to be lifted up from their empty-stomached, teary-eyed existences is for a few good men — white ones, naturally — to behave more ethically and caringly. It’s the White Tax Man’s Burden. In focusing on Bono’s alleged hypocrisy, the protesters are actually trying to bridge the gap between the Bono persona (saviour of Africa) and the Bono reality (he pays his taxes in a weird way). That is, they want him to become what he claims to be — the Moral Viceroy of Africa — and to show the Dark Continent how to reach the light. A plague on both their houses. If there are any African bands playing at Glastonbury I hope they lay into the Bono Pay Up lobby, and then use its silly placards to wallop Bono.
