CSIS considers what to do with information possibly obtained through torture

The Canadian Security Intelligence Service (CSIS) partners with the intelligence services of our allies, which sometimes means they get information that may have been partly or completely obtained through torture of suspects. This is a problem:

A secret high-level committee at Canada’s spy agency is tasked with deciding whether information received from abroad is tainted by torture, declassified records show.

Internal Canadian Security Intelligence Service memos reveal the key role that the recently formed Information Sharing Evaluation Committee plays in determining if the spy agency makes use of the suspect material.

The committee — whose existence was previously unknown outside the intelligence service — also helps CSIS decide whether to send information to foreign agencies in cases where it might lead to mistreatment.

Detailed instructions direct committee members to comb through databases, consult human rights reports and weigh the particular circumstances of each case to arrive at a decision.

Ultimately, CSIS director Dick Fadden makes the final call when the committee decides information is likely derived from torture, of if sending Canadian material to an allied agency could result in someone being abused.

The real NCAA scandal is how they treat the student athletes

Gregg Easterbrook’s annual post-draft column spends a bit of time excoriating the NCAA for its massively misplaced ethical priorities:

The draft had been in progress more than a day when the Sinners finally chose, having traded their first choice and lost their second in Sinnersgate. New Orleans’s first selection was Akiem Hicks, who played eight-game seasons at the University of Regina in Saskatchewan, going there after the NCAA blackballed him for recruiting violations. Nakia Hogan of the New Orleans Times-Picayune describes the deeply shocking abuses of which Hicks was guilty:

“In 2009, Hicks transferred to LSU from Sacramento City Community College. … But Hicks was mired in a minor recruiting violation and never got to play at LSU. The school discovered potential violations associated with impermissible telephone calls to Hicks in the recruitment process, impermissible transportation before and after his arrival at LSU, impermissible housing and reduced-rent at an apartment complex in Baton Rouge in the three months before his enrollment at LSU, and the purchase of one meal by a football office student worker.”

Impermissible telephone calls! Three months of help with rent money! One free meal! Lock him up and throw away the key!

The description of Hicks’ blackballing sums up everything offensive about NCAA hypocrisy. Not only is it theater of the absurd that the NCAA punishes telephone calls. Not only do college kids always need help with the rent — if a kid from an upper-class family who was applying to LSU got trust fund money for his rent and meals, no one would blink. The real scandal is that the NCAA punishes phone calls but could not care less about graduation rates.

In the year Hicks tried to enter LSU, the federal graduation rate for the LSU football program was 42 percent, compared to 56 percent for the school as a whole. (Find any Division I sport program’s graduation statistics here.) The NCAA took no action on that.

College football players are creating hundreds of millions of dollars of value that goes to fund luxury living by coaches, college administrators and NCAA staff, but are not getting educations in return. Each passing day brings more evidence of the Taylor Branch “new plantation” analysis of big-college sports. As big-college coaches and NCAA administrators dine at four-star restaurants, one hungry kid gets one free meal — that must be punished! The horror, the horror!

Are creative people also more likely to be “creative” with the truth?

Melissa Leong on a recent study:

Francesca Gino’s new study, which links creativity to dishonesty, opens with a quote from 18th-century French philosopher and art critic Denis Diderot: “Evil always turns up in this world through some genius or other.”

Gino is not suggesting, as some artists at the time complained, that creative people are evil. But she is saying that, according to her research, creative people are more apt to cheat, lie and justify their evil. Gino, associate professor of business administration at Harvard University, spoke to the Post about her study, co-authored by Dan Ariely, a behavioural economist at Duke University. (Their findings were published in the Journal of Personality and Social Psychology last month.)

“The Amnesty film … was documentary as corporate hagiography”

David Bowden reviews Amnesty! When They Are All Free, a BBC documentary on the 50th anniversary of Amnesty International:

The Amnesty film, by contrast, was documentary as corporate hagiography, evading nuance in favour of quick and easy narrative with a facile message: it ain’t easy being righteous.

It was a shame, because the story it told was potentially a fascinating one. Amnesty was born in the first wave of Sixties radicalism, and faced with the realisation that the apparently progressive politics of universal human rights adopted after the Second World War was being hijacked in the interests of Cold War realpolitik. The organisation began as a documentary news organisation, chronicling the disappearances and abuses under repressive regimes around the world. In the spirit of its famous torch image, Amnesty shone a light on human-rights abuses wherever it found them.

Certainly, as a product of the British postwar liberal intelligentsia, much of the organisation’s self-proclaimed apolitical stance smacked of naivety from the off; founder Peter Benenson was quickly forced to fall on his sword after accepting funding from the British government. Yet this overview of its early days was captivating stuff, offering a reminder of the genuine risks posed to its researchers and witnesses as this small organisation routinely found itself on the wrong side of Western and Soviet-backed juntas alike in its pursuit of accurate reporting of the human costs of the broader superpower struggle.

But Amnesty’s interventions were having distressing and unintended side effects — notably, the new tactic of ‘disappearing’ political prisoners before they became international causes célèbres. In the film, this raised interesting questions of journalistic ethics and apolitical campaigning, particularly pertinent in the context of the more cavalier instincts of the Wikileaks era.

Sadly, however, while willing to touch upon some of the uglier aspects of Amnesty’s growth from small, earnest campaign into the international China-baiting behemoth it is today, When They Are All Free tended to sideline difficult questions in favour of its heartwarming narrative. While there was a degree of soul-searching on offer, the problem with critiquing human rights as a political agenda today is that much of it is done by those on the inside. As Alex de Waal once remarked, ‘it is as though the sociological study of the church were undertaken by committed Christians only; criticism would be solely within the context of advancing the faith itself’.

BBC accused of bias in euthanasia debate

The BBC’s decision to broadcast Terry Pratchett’s speech on euthanasia tribunals is cited as evidence that the corporation is acting as an advocate on this highly emotional issue:

The Care Not Killing Alliance accused the BBC of flouting impartiality rules and adopting a “campaigning stance” in an attempt to step up pressure on the Government to legalise assisted suicide.

The decision to broadcast Sir Terry Pratchett’s speech advocating “euthanasia tribunals” in full earlier this month was an example of unbalanced reporting, the alliance claimed.

Lord Carlile, chairman of the alliance and the Government’s independent reviewer of terror legislation, has demanded a meeting with BBC bosses to seek answers over the “biased” coverage.

In a letter to Sir Michael Lyons, the chairman of the BBC trust, the Liberal Democrat peer also raised questions over the corporation’s failure to inform police that a veteran presenter had confessed to killing his lover on one of its programmes.

The downside to “ethical” shopping

There are some odd results of changing your shopping habits to be more environmentally conscious, says a recent study:

As the owner of several energy-efficient light bulbs and a recycled umbrella, I’m familiar with the critiques of “ethical consumption.” In some cases, it’s not clear that ostensibly green products are better for the environment. There’s also the risk that these lifestyle choices will make us complacent, sapping the drive to call senators and chain ourselves to coal plants. Tweaking your shopping list, the argument goes, is at best woefully insufficient and maybe even counterproductive.

But new research by Nina Mazar and Chen-Bo Zhong at the University of Toronto levels an even graver charge: that virtuous shopping can actually lead to immoral behavior. In their study (described in a paper now in press at Psychological Science), subjects who made simulated eco-friendly purchases ended up less likely to exhibit altruism in a laboratory game and more likely to cheat and steal.

It would be foolish to draw conclusions about the real world from just one paper and from such an artificial scenario. But the findings add to a growing body of research into a phenomenon known among social psychologists as “moral credentials” or “moral licensing.” Historically, psychologists viewed moral development as a steady progression toward more sophisticated decision-making. But an emerging school of thought stresses the capriciousness of moral responses. Several studies propose that the state of our self-image can directly influence our choices from moment to moment. When people have the chance to demonstrate their goodness, even in the most token of ways, they then feel free to relax their ethical standards.

Cloning

Gregg Easterbrook takes a quick look at the objections to cloning:

Human clones, it is widely assumed, would be monstrous perversions of nature. Yet chances are, you already know one. Indeed, you may know several and even have dated a clone. They walk among us in the form of identical twins: people who share exact sets of DNA. Such twins almost always look alike and often have similar quirks. But their minds, experiences, and personalities are different, and no one supposes they are less than fully human. And if identical twins are fully human, wouldn’t cloned people be as well?

Suppose scientists could create a clone from an adult human: It would probably be more distinct from its predecessor than most identical twins are from each other. A clone from a grown-up would have the same DNA but would come into the world as a gurgling baby, not an instant adult, as in sci-fi. The clone would go through childhood and adolescence with the same life-shaping unpredictability as any kid.

The eminent University of Chicago ethicist Leon Kass has argued that human cloning would be offensive in part because the clone would “not be fully a surprise to the world.” True, but what child is? Almost all share physical traits and mannerisms with their parents. By having different experiences than their parents (er, parent) and developing their own personalities, clones would become distinct individuals with the same originality and dignity as identical twins—or anyone else.

<sarcasm>Of course, the real argument against cloning is that your clone wouldn’t have a soul: everyone knows that the soul is indivisible, so unless you gave yours up (or time-shared it), your clone would be soul-less.</sarcasm>
