Bolivia to pass laws giving “nature” equal rights with humans

I had to check the date on this Guardian article, just to be sure it wasn’t an April Fools’ Day posting:

Bolivia is set to pass the world’s first laws granting all nature equal rights to humans. The Law of Mother Earth, now agreed by politicians and grassroots social groups, redefines the country’s rich mineral deposits as “blessings” and is expected to lead to radical new conservation and social measures to reduce pollution and control industry.

The country, which has been pilloried by the US and Britain in the UN climate talks for demanding steep carbon emission cuts, will establish 11 new rights for nature. They include: the right to life and to exist; the right to continue vital cycles and processes free from human alteration; the right to pure water and clean air; the right to balance; the right not to be polluted; and the right to not have cellular structure modified or genetically altered.

Controversially, it will also enshrine the right of nature “to not be affected by mega-infrastructure and development projects that affect the balance of ecosystems and the local inhabitant communities”.

I don’t know where the government is planning on moving all the Bolivians, because just by occupying the country, they’ll be violating these new rights on a moment-to-moment basis.

QotD: Genomics

There’s been enormous progress in genomics; we’re now on the threshold of truly understanding how little we understand. While the anticipated firehose of genome-based treatments hasn’t materialized, we now know why it hasn’t materialized, and it’s possible to start filling in the gaps in the map. Turns out that sequencing the human genome was merely the start. (It’s not a blueprint; it’s not even an algorithm for generating a human being. Rather, it’s like a snapshot of the static data structures embedded in an executing process. Debug that.) My bet is that we’re going to have to wait another decade. Then things are going to start to get very strange in medicine.

Bringing back the American Chestnut tree

The once-common American Chestnut tree fell victim to a blight during the last century, almost wiping out the species. The American Chestnut Foundation is hopeful of a revival:

By interbreeding the American with its Chinese cousin, tree lovers have created an American chestnut with some resistance to Asian blight and have developed a virus that can be injected into affected trees to combat the fungus. It’s a project that shows every sign of promise — with about 25,000 of the new chestnuts planted under the guidance of trained scientists and chestnut devotees.

If the hybrid plantings thrive, some envision huge tracts of strip-mined Appalachia one day being restored with lovely chestnut forests.

“We know we’re interbreeding resistance. Now we have to figure out, does it have enough resistance?” said Bryan Burhans, president of the American Chestnut Foundation, which has led the revival efforts.

He said it will take 75 to 100 years to know whether the tree can be reestablished as a mainstay of Eastern forests. But he said he’s “very optimistic” about the American chestnut’s future.

A fast-growing, hardy tree that thrives on rocky and acidic soil, the American chestnut served as an economic engine for Appalachia. Families fattened livestock with its nuts and used its wood for fuel, railroad ties, fence posts, musical instruments and furniture. It was a fixture along East Coast and Appalachian streets and highways, where its display of fingery white flowers was a springtime delight.

$30 per barrel for diesel fuel?

Joule Unlimited claims to have developed a new single-cell plant which can produce diesel fuel from sunlight and carbon dioxide:

Henry Ford, the father of the modern assembly line, predicted a future where fuel would be mass-produced from natural materials like fruit, weeds, or even sawdust — renewable alternatives to finite fossil fuels. Still, one energy technology being developed by Joule Unlimited, a company in Cambridge, Mass., might have surprised even him: a plant that sweats diesel.

Plants use the sun to convert carbon dioxide into energy, but Joule has designed tiny, gene-altered organisms (essentially single-celled plants) that use the photosynthetic process to create liquid fuel. Stored in brackish water enclosed in glass panels, they grow for a few days before a genetic switch is flipped, diverting their energy toward fuel production. The diesel, which they pump out continuously, is circulated away to a separator, where it’s extracted and sent to a storage tank. After several weeks, the plants are flushed away and the process starts over again. These microscopic organisms can be genetically engineered to secrete diesel or other chemicals the company plans on commercializing; president and CEO Bill Sims calls the technology an “above-ground oil well.”

Thinking about the Singularity

For some of you, this will be old hat (ancient history, even). For lots of people, however, the notion of a technological Singularity will be new — and disturbing in a way that hokey woo-woo New Age 2012 Mayan calendars ending is not. Glenn Reynolds writes about it in the December issue of Popular Mechanics:

For some time now, futurists have been talking about a concept called the Singularity, a technological jump so big that society will be transformed. If they’re right, the Industrial Revolution — or even the development of agriculture or harnessing of fire — might seem like minor historical hiccups by comparison. The possibility is now seeming realistic enough that scientists and engineers are grappling with the implications — for good and ill.

When I spoke to technology pioneer and futurist Ray Kurzweil (who popularized the idea in his book The Singularity Is Near), he put it this way: “Within a quarter-century, nonbiological intelligence will match the range and subtlety of human intelligence. It will then soar past it.”

Even before we reach that point, Kurzweil and his peers foresee breathtaking advances. Scientists in Israel have developed tiny robots to crawl through blood vessels attacking cancers, and labs in the United States are working on similar technology. These robots will grow smaller and more capable. One day, intelligent nanorobots may be integrated into our bodies to clear arteries and rebuild failing organs, communicating with each other and the outside world via a “cloud” network. Tiny bots might attach themselves to neurons in the brain and add their processing power — and that of other computers in the cloud — to ours, giving us mental resources that would dwarf anything available now. By stimulating the optic, auditory or tactile nerves, such nanobots might be able to simulate vision, hearing or touch, providing “augmented reality” overlays identifying street names, helping with face recognition or telling us how to repair things we’ve never seen before.

Of course, there are some very scary scenarios as well: you think it’s bad when your email address or bank information gets hacked? How much worse will it be when you’re wearing your immersive technology 24/7? And how much worse again when you’re not wearing it at all, but have it embedded in your body? Being “hacked” then becomes life endangering, not just inconvenient. Charles Stross has written a few books exploring different possible futures (particularly Glasshouse and Halting State, both excellent and highly recommended novels, BTW), and it’s just possible that he’s being too optimistic.

Destructive technologies generally seem to come along sooner than constructive ones — we got war rockets before missile interceptors, and biological warfare before antibiotics. This suggests that there will be a window of vulnerability between the time when we develop technologies that can do dangerous things, and the time when we can protect against those dangers. The slower we move, the longer that window may remain open, leaving more time for the evil, the unscrupulous or the careless to wreak havoc. My conclusion? Faster, please.

Challenge to human gene patents allowed to proceed

A judge has allowed an ACLU challenge to two human gene patents to go to court:

The first-of-its-kind lawsuit by the American Civil Liberties Union and the Public Patent Foundation at the Benjamin Cardozo School of Law claims that the patents violate free speech by restricting research.

U.S. District Judge Robert W. Sweet of New York, in ruling that the case may proceed to trial, noted that the litigation might open the door to challenges of a host of other patented genes. About one-fifth of the human genome is covered under patent applications and claims.

Sweet wrote:

The challenges to the patents-in-suit raise questions of difficult legal dimensions concerning constitutional protections over the information that serves as our genetic identities and the need to adopt policies that promote scientific innovation and biomedical research. The widespread use of gene sequence information as the foundation for biomedical research means that resolution of these issues will have far-reaching implications, not only for gene-based health care and the health of millions of women facing the specter of breast cancer, but also for the future course of biomedical research.

The case against the patent office and patent-holder Myriad Genetics of Salt Lake City is the first to challenge a patented gene under a civil rights allegation — in this case the First Amendment.

An appreciation of the life and work of Norman Borlaug

Gregg Easterbrook looks at the accomplishments of Norman Borlaug, who died on Saturday:

Paul Ehrlich gained celebrity for his 1968 book The Population Bomb, in which he claimed that global starvation was inevitable for the 1970s and it was “a fantasy” that India would “ever” feed itself. Instead, within three years of Borlaug’s arrival, Pakistan was self-sufficient in wheat production; within six years, India was self-sufficient in the production of all cereals.

After his triumph in India and Pakistan and his Nobel Peace Prize, Borlaug turned to raising crop yields in other poor nations especially in Africa, the one place in the world where population is rising faster than farm production and the last outpost of subsistence agriculture. At that point, Borlaug became the target of critics who denounced him because Green Revolution farming requires some pesticide and lots of fertilizer. Trendy environmentalism was catching on, and affluent environmentalists began to say it was “inappropriate” for Africans to have tractors or use modern farming techniques. Borlaug told me a decade ago that most Western environmentalists “have never experienced the physical sensation of hunger. They do their lobbying from comfortable office suites in Washington or Brussels. If they lived just one month amid the misery of the developing world, as I have for 50 years, they’d be crying out for tractors and fertilizer and irrigation canals and be outraged that fashionable elitists in wealthy nations were trying to deny them these things.”

Environmentalist criticism of Borlaug and his work was puzzling on two fronts. First, absent high-yield agriculture, the world would by now be deforested. The 1950 global grain output of 692 million tons and the 2006 output of 2.3 billion tons came from about the same number of acres three times as much food using little additional land.

“Without high-yield agriculture,” Borlaug said, “increases in food output would have been realized through drastic expansion of acres under cultivation, losses of pristine land a hundred times greater than all losses to urban and suburban expansion.” Environmentalist criticism was doubly puzzling because in almost every developing nation where high-yield agriculture has been introduced, population growth has slowed as education becomes more important to family success than muscle power.

A moment of silence for one of the greatest humanitarians ever

Norman Borlaug died yesterday. You may not have heard of him, in spite of the fact that his work helped save the lives of over a billion people. I wrote, earlier this year:

Take a moment to wish a happy 95th birthday to possibly the greatest contributor to human life and health in history, Norman Borlaug. If you haven’t heard of him, it’s not terribly surprising . . . his research and its application have saved the lives of possibly a billion people, but it hasn’t been the sort of work that garners a lot of celebrity attention. Unlike most revolutionaries, his Green Revolution measurably added to the health, wealth, and happiness of the world.

QotD: Politics in the 21st century will not be about . . .

. . . privacy and intellectual property. Or rather, it’s going to be about privacy and intellectual property the way that the 20th century was about steam locomotives and iron foundries. These were vital 19th century technologies that provided a platform for 20th century industries to evolve on top of, but triple-condensing steam engines tell us nothing about semiconductor fab lines: they lie too far down the stack of incremental technologies. By the time we reach 2050, the microprocessor and software industries will be about as innovative and interesting as steam locomotives were in 1950; and the big questions about privacy and IP will have been answered (hint: ubiquitous polycentric surveillance, some sort of abstraction layer to encapsulate and insulate the public against the crisis of copyright, and a generation for whom the concept of “blackmail” makes less sense than bleeding with leeches as a cure for a surfeit of billious humours).

Thirdly, it’s not going to be about biotechnology any more than the 20th century was about powered heavier-than-air flight. Yes, flight was and is important, but not in the way the Italian modernists of the first three decades imagined, with their manifestos about “air-mindedness” and Douhet’s insane, apocalyptic visions of air power — that led to such atrocities as the British Empire’s policing with bombers (dropping poison gas!) in the 1920s, and strategic bombing raids against civilian populations during subsequent wars. For the most part, military aviation falls into two categories (better artillery, and better logistics); it doesn’t really change warfare, it just makes the whole barbaric affair more efficient (which is to say, more destructive). Biotechnology is going to be an efficiency enabler for a whole lot of things, and have immense second-order effects (just like cheap air travel), but it’s not going to fundamentally change us (unless some lunatic repeats the mousepox/interleukin-4 experiment with weaponized smallpox, in which case we are probably all dead).
