In the past eight decades, regime after regime, both democratic and authoritarian have returned to the idea of bombing a people into submission, most recently Putin’s Russia. Almost always it had been connected to setbacks, or inability in the actual war. Despite that it’s been illegal since 1899, with increasing clarity in the legal language, time and time again, the perpetrators have gone unpunished, even when they were on the losing side. Is this because “everyone does it” or is there perhaps a silent majority that believes that bombing enemy civilians is just retribution?
