Fairtrade loses the moral high ground

Following up on an article from earlier this month on Fairtrade’s business and ethical problems, Rossa Minogue talks to Professor Christopher Cramer who lead the investigation on which the report was based:

I ask Cramer if he was surprised by the study’s findings. ‘Yes and no’, he says. ‘[Fairtrade] perpetuated this fantasy of rural Africa being full of small, family farmers with roughly the same amount of land as each other. Unless there was an extraordinarily benign trickle-down effect, you wouldn’t really expect things to be much better [on Fairtrade farms]. But to find that the wages were worse and that most of the working conditions were worse, that did surprise me — and it’s a puzzle.’

The study’s findings were certainly disconcerting for Fairtrade’s supporters. They showed that farm labourers often make less on Fairtrade farms than non-Fairtrade farms, while many smallholders live in abject poverty. So, does Fairtrade benefit anyone in Third World agriculture? Cramer tells me that, during his four years of field research, his team realised that what Fairtrade defined as ‘smallholders’ covered everything from owners of farms of half a hectare to 130 hectares. The owners of bigger farms, he tells me, ‘are the ones who capture most of the direct benefits. They also tend to control the leadership of the cooperatives.’ So it seems that the larger farms, the ones that would presumably be doing alright anyway, are the only ones that reap the rewards of Fairtrade — a programme allegedly aimed at helping the poorest of the poor.

Cramer’s report is definitely a damning indictment of Fairtrade, which is why Fairtrade is doing all it can to smear its findings. When I wrote about Cramer’s findings a few weeks ago, I was informed that people who had tweeted my piece received direct tweets from Fairtrade UK, dismissing the article as sensationalist and untrue. Naturally, Cramer has borne the brunt of this hostility: ‘There was a legal threat made against us when [Fairtrade officials] saw the first draft of our press release’, he says. ‘They’ve also sent me hostile letters.’

In the West, people are often puzzled as to why rural Africans give up what is sometimes perceived to be a poor but idyllic existence in the countryside to live in the slums on the outskirts of cities. However, this puzzlement ignores the harsh realities of rural poverty. For many, moving to the city, where they can at least eke out a living, is the only rational choice. So what is the best path out of poverty for the farmhands of Africa?

‘That’s a big question. The focus must be on increasing agricultural productivity and that involves a lot of things, including infrastructure and investment. I don’t buy into the small-is-beautiful paradigm. My research shows that if you’re interested in driving up quality and enhancing productivity, as well as the lives and prospects of the poorest people, large-scale production has its advantages. Betting on the strong can also be betting on the weak.’

ISIS rejected Al Qaeda’s “rules”

In Slate, Will Saletan explains how ISIS deliberately cast aside Osama bin Laden and Al Qaeda’s “seven rules for effective terrorism”. Is this evidence that ISIS is too extreme and will destroy itself or is it wishful thinking?

The Islamic State in Iraq and Syria is scaring the hell out of everyone. It has infested Syria, overrun Iraq, alarmed Iran, and convinced U.S. politicians it’s the most dangerous terrorist organization ever. But frightening everyone isn’t a long-term growth strategy. ISIS is destroying itself.

Al-Qaida, the organization from which ISIS recently split, understands this truth. For years, Osama Bin Laden and his lieutenants tried to explain to their affiliates the folly of unchecked brutality. In letters and directives captured in the 2011 raid on his compound, Bin Laden stressed the importance of patience, discretion, and public opinion. His advice, boiled down to seven rules, forms a clear outline of ISIS’s mistakes.

1. Don’t fight civil wars. Bin Laden recognized that battling for territory against local governments was a lousy way to get to theocracy. […]

2. Don’t kill civilians. That was Bin Laden’s principal regret. He called for guidelines that would instruct jihadists to avoid “unnecessary civilian casualties.” […]

3. Don’t flaunt your bloodlust. One of the captured al-Qaida letters, believed to have been written by Bin Laden or his aide, Atiyah Abd al-Rahman, urges al-Qaida’s Yemeni affiliate to “stay away from words that will affect the people’s support to the mujahidin.” […]

4. Don’t rule harshly. Bin Laden was a theocratic fundamentalist, but he cautioned his allies to avoid the “alienation from harshness” that was “taking over the public opinion.” […]

5. Don’t claim territory unless you can feed the people. […]

6. Don’t fight with your allies. Bin Laden tried to rein in the fratricidal belligerence of ISIS’s precursor organization, al-Qaida in Iraq. […]

7. Don’t alarm your enemies prematurely. In 2010, Bin Laden advised his followers in Yemen not to escalate the war there, in part because “the emergence of a force in control of the Mujahidin in Yemen is a matter that provokes our enemies internationally and locally and puts them on a great state of alert.”

“How should we do x?”

The urge to provide a national (or even a global) solution to a given problem is almost always mistaken. Kevin Williamson explains why:

“How should we do x?” The main problem is not the answer, but the question itself, and the assumptions behind that question, the belief that an answer exists.

Some policies must, by their nature, be implemented at the national level. If you’re going to have a sovereign nation-state, you need a national defense apparatus (which is not to say you need our national-defense apparatus; there are alternatives), and you probably need a national immigration policy, etc. The basic architecture of the current American constitutional order, which is a remarkably wise and intelligent piece of work, contemplates national policies in those areas in which the several states interact with foreign powers and in those cases in which the states cannot coordinate efforts or resolve disputes among themselves on their own. That, along with some 18th-century anachronisms (post roads, etc.) and some awful economic superstitions (political management of trade, a political monopoly on the issuance of currency), constitutes most of what the federal government is in theory there to do. That and fighting pirates and others committing “felonies on the high seas,” of course, which is awesome, and we can all feel patriotic about fighting pirates.

But … if we look at federal programs by budget share, almost nothing that Washington does requires a national policy. There’s national defense, of course, at around 20 percent of spending; you may believe, as I do, that that number is probably too high, but national defense is a legitimate national endeavor. But most federal spending is on various entitlement programs — Social Security, Medicare, Medicaid, and various other welfare benefits. There is not much reason for any of these programs to exist at all — government is a criminally inept pension planner and a thoroughly incompetent insurance company — and there is very little reason for any of them to exist as uniform, one-size-fits-all national programs. Start digging into that non-defense discretionary spending and you end up with very little more than a catalog of crony payoffs and political favoritism.

There is no more reason to believe that a single government-run pension scheme is in each individual’s best interest than to believe that a single city or single model of car is right for everybody. And the people who design and plan these programs know that. The point of Social Security — like the point of insisting that health insurance is “a right” rather than a consumer good — is to redefine the relationship between citizen and state. That is the real rationale for a national pension scheme or a national insurance policy. For several generations now, we’ve been changing the very idea of what it means to be an American citizen. It used to mean being entitled to enjoy liberty and republican self-governance under the Constitution. Eventually, it came to mean being eligible for Social Security, functionally if not formally. Now it means being eligible for Obamacare. The name of the project may change every generation, and its totems may evolve from Bismarck to Marx to “the experts” — that legion of pointy-headed Caesars who are to be the final authority in all matters in dispute — but the dream remains the same: society as one big factory under the management of enlightened men with extraordinary powers of compulsion.

Stereotypes, “gaydar”, and sexual orientation

In (of all places) the Toronto Star, Brian Platt says that “gaydar” is a real thing and that it works better for conservatives than for liberals:

In less than the blink of an eye, your subconscious “gaydar” makes a judgment about someone’s sexual orientation based entirely on facial traits — and it’s usually right.

So says the research of Nicholas Rule, a University of Toronto psychologist giving a talk on the subject this week as part of WorldPride. “The gist of it is that people can accurately judge someone’s sexual orientation from very minimal information about them,” Rule said in an interview.

“You only need to see a face for less than 40 milliseconds to judge sexual orientation with the same level of accuracy that you get if you take all the time in the world.

“To put that in perspective, it takes 400 milliseconds to blink your eye.”

Facial “gaydar” is 65-per-cent accurate on average, according to Rule and his co-researchers at U of T’s Social Perception & Cognition Laboratory. These judgments can be reliably made based on the eyes alone, though facial shape and texture are also big factors.

“Conservatives are more accurate than liberals in making these judgments when they study a face, because conservatives are more likely to use stereotypes,” Rule said. “Of course, stereotypes are often wrong, but they do have what we call kernels of truth. Liberals tend to not want to use stereotypes in making judgments, and it impairs their accuracy.”

QotD: Back in the boozy USSR

The Soviet government recently issued one of its condemnations of public drunkenness and the usual warning about stern countermeasures. This is partly routine, like official attacks on rock music, jeans and other signs of decadence, but it’s also an indication that the legal booze supply is improving after a setback. Like every other industry in the USSR, the state liquor monopoly, Prodintorg, is appallingly inefficient, the constant victim of breakdowns and shortages. At such times the authorities’ attitude to illicit distilling, normally harsh in the extreme, mellows wonderfully. The bootleg stills spring up in their tens of thousands and the police look the other way until Prodintorg recovers.

Because, come what may, Soviet man has got to be given his drink. Some say the Russian Revolution of 1917 happened because the Czar had banned alcohol three years before as a wartime measure, or at least that was why it was so bloody. Certainly Russian attitude to drink is different from ours in the West, probably always has been. Centuries ago, travellers recorded that a typical Russian meal was one where everybody got speechlessly drunk, all classes, all ages, both sexes, seven days a week, that people were always falling down dead in public through over-use, that “drinke is their whole desire,” as an English diplomat wrote of his visit in 1568.

Drinking to get drunk is probably known in every country, and there are alcoholics in most places, but even the ordinary Russian drinks to be drunk with the minimum of delay — hence the down-in-one ritual, which of course also shortens the agony of getting down the local hooch. And once drunk he acts drunk. It’s expected of him; indeed the regard and sympathy shown drunks in public is something almost unknown in the West outside Ireland — a suggestive comparison. From time immemorial a Russian needing to buy a bottle has gone to the head of any queue in a grocery or market, not by law but by natural right.
