I think the main issue was that they weren’t prepared for it or properly equipped.

They were better equipped for it than Britain appears to be in 2010! 😉
I was shivering while I watched the railway workers shovelling snow with no gloves.

The segment at about 3:38 — the shots of the valve gear on the Barbados with the accompanying music — strikes me as being… I don’t quite know how to describe it. It’s almost… smutty.
