They are without a doubt not at war, not occupied, and not in a state of war. All the other ones are \u2013 more or less. Mongolia? Has been in a de-facto state of war with Japan since the Manchurian incident. Ethiopia and Iraq? Both occupied, or at least on the lines of contested territory. The South and North American states? They will mostly enter the war later \u2013 but we&#8217;d argue that already now the Panama declaration ties them to each other to an extent that the fate of the &#8220;neutrals&#8221; has been complicated by the countries joining the war in December &#8217;41.
