Yet Toronto&#8217;s legal cannabis stores are <a href=\"https:\/\/www.blogto.com\/city\/2019\/04\/toronto-just-cant-get-rid-illegal-cannabis-stores\/\" rel=\"noopener\" target=\"_blank\">still suffering<\/a>:<\/p>\n<p><a href=\"https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Canadian-flag-with-marijuana-leaf.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Canadian-flag-with-marijuana-leaf.jpg\" alt=\"\" width=\"500\" height=\"250\" class=\"aligncenter size-full wp-image-37876\" srcset=\"https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Canadian-flag-with-marijuana-leaf.jpg 500w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Canadian-flag-with-marijuana-leaf-150x75.jpg 150w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Canadian-flag-with-marijuana-leaf-480x240.jpg 480w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<blockquote><p>How much would it suck to go through all the trouble of opening a legal weed store, only to have dozens of people do the exact same thing without paying for permits, inspections or meeting any sort of government regulations?<\/p>\n<p>How much would it suck to then watch these people not only get away with their illegal operations, but do so while luring your customers away with cheaper prices?<\/p>\n<p>Probably as much as it would suck to sink years of your life into building a retail cannabis business and then learning that <a href=\"https:\/\/www.blogto.com\/city\/2018\/12\/ontario-government-decides-only-25-weed-stores-can-open-april-1\/\" rel=\"noopener\" target=\"_blank\">only 25 of such stores<\/a> could exist in all of Ontario \u2014 and that the owners of those stores would be chosen at random.<\/p>\n<p>It&#8217;s been nearly one month since Doug Ford&#8217;s PC government allowed the <a href=\"https:\/\/www.blogto.com\/city\/2019\/01\/torontos-first-wave-cannabis-retailers-announced\/\" rel=\"noopener\" target=\"_blank\">first wave<\/a> of brick and mortar retail cannabis stores to open across Ontario. Three have launched so far in Toronto, where five licenses were issued in total, but many consumers aren&#8217;t pleased with consistently <a href=\"https:\/\/www.blogto.com\/city\/2019\/04\/toronto-first-legal-cannabis-store-draws-massive-lineup\/\" rel=\"noopener\" target=\"_blank\">long lines<\/a> and higher (than pre-legalization) prices.<\/p>\n<p>So, <a href=\"http:\/\/www.blogto.com\/city\/2019\/04\/weed-prices-have-gone-way-cannabis-became-legal-canada\/\" rel=\"noopener\" target=\"_blank\">like the rest of Canada<\/a>, Toronto continues to buy black market weed.<\/p>\n<p>Roughly 20 unlicensed dispensary storefronts are still up and running across the city as of April 25, in addition to more than 100 illegal marijuana delivery services.<\/p>\n<p>You can find them all on <a href=\"https:\/\/weedmaps.com\/\" rel=\"noopener\" target=\"_blank\">WeedMaps<\/a>, a popular online cannabis community that&#8217;s been listing these types of businesses for adult consumers in North America since 2008.<\/p>\n<p>It&#8217;s not that police and bylaw enforcement officers can&#8217;t find these illicit dispensaries \u2014 I mean, operators are advertising their locations and menus online for all to see.<\/p>\n<p>The problem is that no level of government can (or will) shut them down for very long.<\/p>\n<p>&#8220;Why not?&#8221; you ask?
