Over the next few days Guido will be looking at how the various Remain groups coordinated their messaging, campaign plans, data, materials and donations, causing them to overspend by more than double the legal limit. <font color=\"red\"><em>Sorry Electoral Commission HQ, you\u2019re going to have to come back early from your Christmas holidays\u2026<\/em><\/font><\/p>\n<p>The Electoral Commission <a href=\"http:\/\/www.electoralcommission.org.uk\/__data\/assets\/pdf_file\/0005\/194621\/Working-together-for-EU-referendum-campaigners.pdf\" rel=\"noopener\" target=\"_blank\">rules<\/a> are clear: if one campaign \u201c<em>coordinates <\/em>[its] <em>activity with another campaigner<\/em>\u201d, then they are \u201c<em>highly likely to be working together<\/em>\u201d. This definition of \u201c<em>working together<\/em>\u201d is important, because the Electoral Commission also says: \u201c<em>the lead campaign group must count all of the spending of all the campaigners it works together with towards its own limit<\/em>\u201d. <font color=\"red\"><em>Guess what\u2026 they didn\u2019t.<\/em><\/font><\/p>\n<p>Two books provide detailed accounts of a number of Remain campaigns coordinating plans and working together in the weeks leading up to the referendum. Tim Shipman\u2019s <em>All Out War reveals<\/em> \u201c[Craig] <em>Oliver led an early-morning conference call for the media teams at 6.15am. At 7.30am there was a second conference call, in which Stronger In would tell Labour In, Conservatives IN and the Liberal Democrats about their plans for the day<\/em>\u201d. <font color=\"red\"><em>This clearly counts as \u201ccoordinating\u201d and \u201cworking together\u201d under the Electoral Commission\u2019s definition.<\/em><\/font><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>It&#8217;ll be interesting to see if anything comes of this: The Remain campaign flouted Electoral Commission rules so it could overspend by up to \u00a37.5 million during the referendum, a Guido investigation can reveal.
