{"id":37685,"date":"2017-03-15T04:00:30","date_gmt":"2017-03-15T08:00:30","guid":{"rendered":"http:\/\/quotulatiousness.ca\/blog\/?p=37685"},"modified":"2017-03-14T11:34:31","modified_gmt":"2017-03-14T15:34:31","slug":"sensible-reasons-to-reject-a-canadian-peacekeeping-mission-in-africa","status":"publish","type":"post","link":"https:\/\/quotulatiousness.ca\/blog\/2017\/03\/15\/sensible-reasons-to-reject-a-canadian-peacekeeping-mission-in-africa\/","title":{"rendered":"Sensible reasons to reject a Canadian peacekeeping mission in Africa"},"content":{"rendered":"<p><a href=\"https:\/\/coloneltedcampbell.blog\/2017\/03\/14\/vital-interests-and-possible-actions\/\" target=\"_blank\">Ted Campbell<\/a> explains why it would not be a good thing for Canada to send a peacekeeping force to Mali (or to anywhere else in Africa right now):<\/p>\n<blockquote><p><em>The Globe and Mail<\/em>, in <a href=\"http:\/\/www.theglobeandmail.com\/opinion\/editorials\/globe-editorial-is-there-a-canadian-national-interest-in-sending-troops-to-mali\/article34259533\/\" target=\"_blank\">an editorial<\/a>, asks the key question:<\/p>\n<div align=\"center\"><strong><em>&#8220;Is there a Canadian national interest in sending troops to Mali?&#8221;<\/em><\/strong><\/div>\n<p>I suggest that unless and until the Trudeau government can say, \u201cyes,\u201d <u>and<\/u> can explain that <em><strong>vital<\/strong> interest<\/em> to most Canadians that sending Canadian soldiers off to Africa on a United Nations operation is problematical. \u201c<strong>The Canadian Armed Forces shed blood and lost lives during the decade-long mission in Afghanistan<\/strong>,\u201d the Globe\u2018s editorial says, \u201c<strong>Sending them into a similar campaign in Mali may further Liberal political interests. But does it serve the national interest?<\/strong>\u201c<\/p>\n<p>Now, I believe that I can make a sensible, mid to long term case for Canada to be \u201cengaged,\u201d politically, economically and militarily in Africa:<\/p>\n<ul>\n<li>Africa will be, after Asia, the \u201cnext big deal\u201d for economic growth, trade and, therefore, profits;<\/li>\n<li>Canada will want to be involved as a trusted friend when Africa is ready to \u201cblossom\u201d and have an economic \u201cboom\u201d of its own; and<\/li>\n<li>Despite Chinese and French incursions there are still plenty of opportunities for Canadian engagement.<\/li>\n<\/ul>\n<p>In other words, we have interests in Africa; even, perhaps, in the mid to long term, we have <em><strong>vital<\/strong> interests<\/em>, at that.<\/p>\n<p><a data-id=\"37686\" href=\"http:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03-853x414.jpg\" alt=\"\" width=\"853\" height=\"414\" class=\"aligncenter size-large wp-image-37686\" srcset=\"https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03-853x414.jpg 853w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03-150x73.jpg 150w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03-480x233.jpg 480w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03-768x373.jpg 768w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2017\/03\/Peacekeeping-in-Africa-2015-03.jpg 1523w\" sizes=\"auto, (max-width: 853px) 100vw, 853px\" \/><\/a><\/p>\n<p>I cannot make a case for getting involved in <strong><em>any<\/em><\/strong> United Nations mission in Africa. I cannot, even with rose coloured glasses, see one single United Nations mission in Africa that is working, much less succeeding and doing some good.<\/p>\n<p>I\u2019m not opposed to the UN. In fact, I\u2019m one of those who says that if it didn\u2019t exist we\u2019d have to invent it. The current UN is better than the old League of Nations, and some UN agencies, like the <strong><em>International Telecommunications Union<\/em><\/strong>, for example, do good work for the whole world and are, alone, worth our entire UN contribution, but we ask too much of the UN and it is neither well enough designed or led or organized or funded to do even a small percentage of what is asked of it. Peacekeeping is one of the things that the UN cannot do well in the 21st century. Peacekeeping was fine when it was \u2018invented\u2019 (circa 1948, by Ralph Bunche, and American and Brian Urquhart, a Brit, <strong><em>not<\/em><\/strong> by Lester Pearson in 1957, no  matter what your ill-educated professors may have told you) but it could not be adapted to situations in which there is:<\/p>\n<ul>\n<li>No peace to be kept;<\/li>\n<li>A plethora of non-state actors who are not amenable to UN sanctions.<\/li>\n<\/ul>\n<p>A few days ago <a href=\"https:\/\/coloneltedcampbell.blog\/2017\/03\/08\/risks\/\" target=\"_blank\">I wrote about the risks involved<\/a> in sending soldiers to Africa.
