{"id":37029,"date":"2017-01-25T03:00:31","date_gmt":"2017-01-25T08:00:31","guid":{"rendered":"http:\/\/quotulatiousness.ca\/blog\/?p=37029"},"modified":"2017-01-24T11:31:11","modified_gmt":"2017-01-24T16:31:11","slug":"protectionism-can-save-jobs-at-the-cost-of-even-more-jobs-than-it-saves","status":"publish","type":"post","link":"https:\/\/quotulatiousness.ca\/blog\/2017\/01\/25\/protectionism-can-save-jobs-at-the-cost-of-even-more-jobs-than-it-saves\/","title":{"rendered":"Protectionism can save jobs &#8230; at the cost of even more jobs than it &#8220;saves&#8221;"},"content":{"rendered":"<p><a href=\"https:\/\/www.aei.org\/publication\/yes-protectionism-can-save-some-us-jobs-but-at-what-cost-empirical-evidence-suggests-its-very-very-expensive\/\" target=\"_blank\">Mark Perry<\/a> provides some context to the claim that protectionist policies can save American jobs:<\/p>\n<blockquote><p>According to Team Trump\u2019s website, we\u2019re told that \u201cblue-collar towns and cities have watched their factories close and good-paying jobs move overseas, while Americans face a mounting trade deficit and a devastated manufacturing base. By fighting for fair but tough trade deals, we can bring jobs back to America\u2019s shores, increase wages, and support U.S. manufacturing.\u201d<\/p>\n<p>Actually, it\u2019s been capital investments in labor-saving technologies like robotics and increasing worker productivity that have led to the large majority of US factory job losses, not trade or outsourcing, as I documented recently <a href=\"https:\/\/www.aei.org\/publication\/reality-check-us-factory-jobs-lost-are-due-overwhelmingly-to-increases-in-productivity-and-theyre-not-coming-back\/\" target=\"_blank\">here<\/a>. And there\u2019s been no devastation of America\u2019s manufacturing base; to the contrary, real US manufacturing output has reached all-time high levels in recent quarters.<\/p>\n<p>What\u2019s Trump\u2019s solution to the loss of US manufacturing jobs?  America\u2019s \u201cfirst authentic protectionist to win the White House since the 1920s\u201d has outlined a series of protectionist trade measures including tariffs (30-40-50%), \u201ctougher trade deals\u201d (likely trade deals to protect US manufacturers from foreign competition), \u201cBuy American\u201d policies, and border adjustment taxes, among other strategies to \u201csave American jobs.\u201d<\/p>\n<p>Here\u2019s a relevant question to ask: <strong>How have protectionist trade policies in the past worked out for the US economy and how expensive is it to save American jobs with the protectionist trade policies Trump is proposing?<\/strong> We can find some answers to those questions in a Federal Reserve Bank of St. Louis research article published in 1988 by three economists \u201cProtectionist Trade Policies: A Survey of Theory, Evidence and Rationale,\u201d which presented a summary of the empirical evidence on trade protectionism from the 1986 book published by the Institute for International Economics Trade Protection in the United States: 31 Case Studies.
