Holmes<\/a> on the change in China&#8217;s approach to the disputed South China Sea region:<\/p>\n<blockquote><p><em>Associated Press<\/em> reporter Christopher Bodeen chooses his words well in a story on China\u2019s latest bid to rule offshore waters. Beijing, he writes, is augmenting its \u201c<a href=\"http:\/\/bigstory.ap.org\/article\/beijing-shows-resolve-south-china-sea-claims\" target=\"_blank\">police powers<\/a>\u201d in the South China Sea. That\u2019s legalese for enforcing domestic law within certain lines inscribed on the map, or in this case nautical chart.<\/p>\n<p>The Hainan provincial legislature, that is, issued a directive last November requiring foreign fishermen to obtain permission before plying their trade within some two-thirds of the sea. Bill Gertz of the <em>Washington Free Beacon<\/em> <a href=\"http:\/\/freebeacon.com\/china-orders-foreign-fishing-vessels-out-of-most-of-the-south-china-sea\/\" target=\"_blank\">supplies a map<\/a> depicting the affected zone. It\u2019s worth pointing out that the zone <a href=\"http:\/\/www.reuters.com\/article\/2012\/05\/25\/us-china-sea-boundary-idUSBRE84O07520120525\" target=\"_blank\">doesn\u2019t span the entire<\/a> waterspace within the nine-dashed line, where Beijing asserts \u201c<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/07\/30\/AR2010073005664.html\" target=\"_blank\">indisputable sovereignty<\/a>.\u201d<\/p>\n<div id=\"attachment_23672\" style=\"width: 495px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/freebeacon.com\/wp-content\/uploads\/2014\/01\/South-China-Sea-Map.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-23672\" src=\"http:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2014\/01\/Chinese-police-power-claim-in-the-South-China-Sea.png\" alt=\"China imposes fishing curbs: New regulations imposed Jan. 1 limit all foreign vessels from fishing in a zone covering two-thirds of the South China Sea. One, regional and extraregional observers shouldn\u2019t be too shocked at this turn of events. China\u2019s claims to the South China Sea reach back decades. The map bearing the nine-dashed line, for instance, predates the founding of the People\u2019s Republic of China. It may go back a century. Nor are these idle fancies. Chinese forces pummeled a South Vietnamese flotilla in the <a href=\"http:\/\/www.foreignpolicy.com\/articles\/2012\/07\/26\/china_s_military_moment\" target=\"_blank\">Paracels in 1974<\/a>. Sporadic encounters with neighboring maritime forces \u2014 sometime violent, more often not \u2014 have continued to this day. (See Shoal, Scarborough.) Only the pace has quickened.<\/p>\n<p>Henry Kissinger notes that custodians and beneficiaries of the status quo find it hard to believe that revolutionaries really want what they say they want.
