{"id":21988,"date":"2013-09-05T09:37:02","date_gmt":"2013-09-05T13:37:02","guid":{"rendered":"http:\/\/quotulatiousness.ca\/blog\/?p=21988"},"modified":"2022-03-30T13:33:17","modified_gmt":"2022-03-30T17:33:17","slug":"sea-king-replacement-program-branded-as-the-worst-in-canadas-history","status":"publish","type":"post","link":"https:\/\/quotulatiousness.ca\/blog\/2013\/09\/05\/sea-king-replacement-program-branded-as-the-worst-in-canadas-history\/","title":{"rendered":"Sea King replacement program branded as &#8220;the worst in Canada&#8217;s history&#8221;"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2012\/07\/Sea-King-unit-patch.jpg\" alt=\"Sea King unit patch\" width=\"220\" height=\"278\" class=\"alignright size-full wp-image-15817\" srcset=\"https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2012\/07\/Sea-King-unit-patch.jpg 220w, https:\/\/quotulatiousness.ca\/blog\/wp-content\/uploads\/2012\/07\/Sea-King-unit-patch-118x150.jpg 118w\" sizes=\"auto, (max-width: 220px) 100vw, 220px\" \/>The Royal Canadian Navy is still operating the Sea King helicopter &mdash; which is 50 years old &mdash; and the planned replacement helicopters appear to be <a href=\"http:\/\/www.cbc.ca\/news\/politics\/story\/2013\/09\/04\/pol-power-politics-cyclone-sea-king-helicopters-sikorsky.html\" target=\"_blank\" rel=\"noopener\">no closer to delivery<\/a> than they were 20 years ago:<\/p>\n<blockquote><p>A naval helicopter procurement program described as the worst in Canada&#8217;s history was doomed from the start but could be made &#8220;viable and operationally relevant&#8221; if the federal government urgently adopts a new approach, says a confidential new report obtained by CBC News.<\/p>\n<p>The independent evaluation of the multibillion-dollar purchase of 28 CH-148 Cyclone helicopters to replace a <a href=\"http:\/\/www.cbc.ca\/news\/canada\/story\/2013\/07\/30\/f-sea-king-timeline.html\" target=\"_blank\" rel=\"noopener\">50-year-old fleet of Sea Kings<\/a>, obtained by CBC News Network&#8217;s <em>Power &#038; Politics<\/em> host Evan Solomon, concludes the government can get the problem-plagued program back on track by negotiating with primary supplier Sikorsky to &#8220;re-scope&#8221; the project&#8217;s structure, specifications and delivery approach.<\/p>\n<p>&#8220;[The] project could be viable and operationally relevant with a new structure and governance model as described in our recommendations,&#8221; reads the report from Hitachi Consulting.<\/p>\n<p>[&#8230;]<\/p>\n<p>&#8220;A fundamental problem existed at the outset of this project \u2014 this set the stage for significant misalignment,&#8221; reads the key finding.<\/p>\n<p>The report says the government believed it was buying an &#8220;off-the-shelf&#8221; product by Sikorsky \u2014 <a href=\"http:\/\/www.cbc.ca\/news\/canada\/story\/2010\/10\/25\/f-military-helicopter-auditor-general.html\" target=\"_blank\" rel=\"noopener\">a conclusion also drawn in a 2010 auditor general&#8217;s report<\/a>. Yet the project should have been treated as a development program because the &#8220;state-of-the-art&#8221; aircraft incorporates advanced technology and an in-service support capability &#8220;that is likely unsurpassed in the world today,&#8221; according to the report.<\/p>\n<p>While the fleet was to begin delivery in late 2008, so far only four of the Cyclone helicopters have been delivered \u2014 and only on an &#8220;interim&#8221; basis. The government won&#8217;t formally accept them because they don&#8217;t fully meet the specifications.<\/p>\n<p>Last year, then <a href=\"http:\/\/www.cbc.ca\/news\/politics\/story\/2012\/07\/10\/ns-helicopter-deal-mackay.html\" target=\"_blank\" rel=\"noopener\">defence minister Peter MacKay cited the Sikorsky deal<\/a> as an example of how procurement can &#8220;go badly wrong.&#8221;<\/p>\n<p>&#8220;This is the worst procurement in the history of Canada, including the $500-million cancellation costs that are attached to the maritime helicopter program and then the costs of the further maintenance to fly the 50-year old helicopters,&#8221; he said at the time. &#8220;They&#8217;re going to go right out of aviation service and into the museum in Ottawa.
