My point is that the government frequently doesn\u2019t think about what it\u2019s doing, doesn\u2019t understand what it\u2019s doing, and can\u2019t predict the probable outcome of what it\u2019s doing. High-minded regulations do not necessarily have good effects just because they are meant well.
