Normally I would suggest that somebody has forgotten to dose the water supply with sedatives, but this sort of insubordination seems to be popping up everywhere these days -- not every agency charged with keeping the proles in line could have forgotten to top up the &#039;ludes at the local water treatment plant.

But then again, the people in charge of doing such things &lt;i&gt;are&lt;/i&gt; government employees. So you know they&#039;re not exactly competent.</description>
