Normally I would suggest that somebody has forgotten to dose the water supply with sedatives, but this sort of insubordination seems to be popping up everywhere these days -- not every agency charged with keeping the proles in line could have forgotten to top up the 'ludes at the local water treatment plant. But then again, the people in charge of doing such things <i>are</i> government employees. So you know they're not exactly competent.
