The agitprop coming from the media and government thrives on ambiguous terminology. When 15 year-old persons are expected to volunteer for a politically-oriented national make-work program, they're young adults, but if those same persons want to work in a factory, they're children. The same distinction is subject to misuse just about everywhere the term child is used in a legal context.
